I. Recommended Action:
CONSIDER naming the Pine Creek Detention Basin the"Milton F.Kubicek Detention Basin"in honor of
Milton Kubicek's 35 years of service to the communities in Contra Costa County.
ADOPT the attached resolution recognizing Milton Kubicek's many years of community service and
dedicating the Pine Creek Detention Basin in his memory.
AUTHORIZE the Chief Engineer of the Flood'Control and Water Conservation District to prepare an
appropriate plaque and conduct a dedication ceremony at the Pine Creek Detention Basin site.

Subject: In the Matter of Recognizing Milton F. Kubicek's Many Years of Community
Service and Dedicating the Pine CreekDetention Basin in his Memory, Walnut
Creek Area.
WHEREAS, Milton began his distinguished career on September 16,', 1963 as a' Senior
Engineering Aide in the Public Works Department. In 1965, he worked for the Building
Inspection Department as a Grading Inspector and his career culminated as Deputy Public
Works Director'back in the(Public Works Department. He retired on February 8,'1998 after 35
years of service to the communities in Contra Costa County, and
WHEREAS, Milton was a recognized leader in the Flood Control community and was equated
with the Flood Control District throughout the County (Milton was the Flood Control District,
and
WHEREAS, Milton was respected far and wide for his technical and'institutional knowledge of
Flood Control matters, and

WHEREAS, Milton was directly responsible for the District's rolein the development and
implementation of many major flood protection projects throughout the County, including West
Antioch Creek, Pine Creek, Wildcat/San Pablo Creeks, and San Ramon Creek, and
WHEREAS, Milton was a self taught civil engineer, passing the state registration exam as a
Professional Civil Engineer, and attained both a Bachelor's degree and a Masters degree in
Business Administration by going to classes after work at night, and
WHEREAS, Milton was a very hard working and dedicated employee, he often took a difficult
work problem home over the weekend, and returned on Monday with a solution and what
became known as the "kitchen table" plans, and
WHEREAS, Milton had an indomitable spirit where he saw every problem as a challenge,
which was exemplified by his continuing creative and innovative problem-solving skills, and
WHEREAS, Milton was a mentor,teacher and inspiration to everyone in the department,and
WHEREAS, the Flood Control District and Public Works Department were very important to
Milton and he often referred to the department as his second family and he treated everyone
in the department as a family member, and
WHEREAS, Milton enjoyed Flood Control work so>>much that he returned to the Flood Control
District as a consultant for the last four years after he retired to pass on his extensive flood
control knowledge to staff, and
WHEREAS, Milton led the effort to develop the Pine Creek Detention Basin which won "The
Distinguished Project of the Year Award"from the American Public Works Association, and it
is a true asset by providing flood control protection to thousands of citizens in the Pine Creek
watershed and also providing wetland open space that is enjoyed by the local residents and
users of the adjoining trails, and
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa
County hereby recognizes Milton Kubicek's many years of community service in the area of
flood protection and dedicates the Pine Creek Detention'Basin in his memory by naming it the
"Milton F Kubicek Detention Basin."

111. Reasons for Recommendations and Background:
Milton Kubicekbegan his distinguished career on September 16, 1963 as a Senior Engineering Aide in the
Public Works Department. He culminated his career as Deputy Public Works Director when he retired on
February 8, 1998, after 35 years of service to the communities in Contra Costa County.
Milton loved to work on providing flood protection for the citizens of Contra Costa County,and shortly after'
he retired,he was hired by the Flood Control District as a consultant to continue engineering work on several
key projects. Milton passed away unexpectedly on Friday, July 12, 2002. He will be missed by the`.
employees in the Public Works Department, and by many others he touched in his career outside of the
Department.
Many people have expressed'a desire to commemorate Milton's 35 years of service to Contra Costa County
by dedicating a',flood control facility in his memory. The Pine Creek Detention Basin is an appropriate;,
facility for commemorating Milton, as he put';a lot of work and time into developing the Pine 'Creek
Detention Basin. The Basin is also one of the District's premier'facilities and won the "Distinguished
Project of the Year Award"from the American Public Works'Association. The basin itself has become an:
asset to the community surrounding the basin and has also become a nature preserve in addition to providing
flood protection for the watershed.
Staff is recommending the Board conduct'a public hearing to receive comments on naming the Pine Creek
Detention.Basin the"Milton F. Kubicek Detention Basin,"consider the testimony and:adopt the attached''
resolution. Staff is also proposing to prepare and install an appropriate plaque at the Pine Creek Detention
Basin site stating the basin has been named the "Milton F. Kubicek Detention Basin," and conducting a
dedication ceremony to celebrate Milton's service to the County and naming the basin in his honor..
