BOARD OF SUPERVISORS #s'. _ ° `4 CONTRA 1rr: COSTA FROM: Afteirschool!4AII Ad Hoc Committee COUNTY DATE: September 10, 2002 SUBJECT: Afterschool4AII Ad Hoc CommitteeRecommendations SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &'BACKGRO►UND AND JUSTIFICATION RECOMIMENDATIONfS1 APPROVE' AND AUTHORIZE the recommendations of the Ad Hoc Afterschool4All Committee as follows: APPROVE AND AUTHORIZE the County Administrator or designee to participate as appropriate (either as co-applicant or in a facilitator role) with interested :,School Districts in individual or collaborative applications for 'federal 21" Century Learning Community grant funds, including a joint application among the County, the City of Richmond and West Contra Costa Unified School District. (No required match) CONSIDER adopting a resolution declaring October 10, 2002 as "Lights On Afterschool Day" in Contra Costa County and encouraging wide participation in the Policy Forum-sponsored "Lights On Afterschool" workshop on October 2, 2002. The workshop theme is "Integrating"Arts and Culture Activities in Afterschool Programs to Promote Academic Success." ACCEPT the attached report on the status of Afterschool4All Initiative activities in the County. CONSIDER future actions to increase Afterschool funding in Contra Costa County. These include' exploring the feasibility of partnering with education, business, law enforcement cities, community- and faith-..based organizations, the academic community and other partners to create an Afterschool foundation devoted to improving the scope, size and quality of the-Aftepechool system in the County. "Lights On Afterschool" day, October 14, 2002 WHEREAS October 10, 2002 is national "Lights On Afterschool" clay, designed by the Afterschool Alliance to spotlight innovative, high quality afterschool programs available to communities across the country; AND WHEREAS the Board of Supervisors recognizes that quality Afterschool programs benefit children and youth by offering academic and cultural enrichment,homework help,recreation and ;.play, health education, goad nutrition, youth leadership and development, and interaction;with caring adults who serve as mentors and role models; AND WHEREAS quality Afterschool programs can increase the ability of law income parents to obtain and retain jobs by offering a safe; reliable, structured environment for their children during the afternoon hours;<AND'' WHEREAS evidence is growing that Afterschool programs not only have positive outcomes for youth, families and communities, but may also contribute to reductions in County costs for crisis programs that address teen pregnancy, juvenile accidents and crime, substance abuse, school dropouts, etc.; AND WHEREAS the Board of Supervisors authorized an innovative pilot program, the "Afterschool4Al1" initiative, to test models in 4 school district areas in which community- based organizations have a leading role in service design and delivery; AND WHEREAS the Board of Supervisors established the Afterschool4All'Ad Hoc Committee in January 2002 and adopted a set of"Afterschool4AII Principles" in June 2002 to emphasize its commitment to supporting and endorsing activities that build the'County's afterschool system; AND WHEREAS the County is an active participant in the multi-School District/Bay Area Partnership collaborative that successfully competed for over $1' million annually in renewable state grant funds for afterschooI programs at 10 schools in West Contra Costa, Mt.
