SUBJECT: CONTRA COSTA AGENCIES PERMIT SYSTEM PROGRAM MODIFICATIONS-
ACCELA, INC.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMD EMATIONS:
APPROVE AND AUTHORIZE the Director of Building Inspection or Designee to execute
a contract with Accela Inc. , in an amount not to exceed $45,000.00 for the
provision of modifying the Contra Costa Agencies Permit System that utilizes
Accela's Permits Flus program.
FISCAL IMPACT:
None. Building Inspection fees cover all costs.
BACKGROUND/REASONS FOR RECOMMENDATIONS:
The Building Inspection Department needs to continue to enhance its provision of
computerized permitting and inspection services to its clients. The current
system provided. by Accela Inc. , would provide more effective service to the
County and its clients if the program was modified in a number of additional ways
which the requested contract would provide for implementing.
The proposed contract will be for the period August 1, 2002 to July 30, 2003. The
services will cost the Department an estimated $36,209.00 and will not exceed
$45, 000.

RECOMMENDATIONS
Authorize the Community Development Director or his designee to execute a contract
amendment with New Point Group, Inc. to extend the contract period through January 31,
2003.
FISCAL IMPACT
The cost is covered by revenue in the Trust for Rate Review for Richmond Sanitary Service.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has contracted with New Point Group, Inc. for
development of Rate Settings Manuals for two other haulers (Pleasant Hill Bayshore Disposal
and Garaventa Enterprises). Each manual was customized for service area and organizational
structure. This contract covers work needed to adapt or customize this manual for use by
Richmond Sanitary Service. This contract would allow additional time due to a delay of
information to New Point Group from Richmond Sanitary Service.

RECOMMENDATIONS
Authorize the Community Development Director or his designee to execute a contract
amendment with Environmental Science Assoc. in the amount of$10,000.00 for continuing
services through December 31, 2002. This amendment, effective September 11, 2002
increases the contract amount from$25,000.00 to $ 35,000.00.
FISCAL IMPACT
The cast is covered by revenue received from the State under the California Integrated'Waste
Management Board Grant Program.
BACKGROUND/REASONS FOR RECOMMENDATIONS
This contract amendment would allow recycling of oil to continue uninterrupted through
December 31, 2002 and increases the contract to a new total of$35,000.00.

EIR PREPARATION FOR THE PROPOSED YMCA PROJECT IN ALAMO (Contract #

SPECIFIC REQUEST (S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Community Development Director or his designee to execute a contract
amendment with Public Affairs Management in the amount of$56,500.00 for continuing EI
preparation services through December 31, 2002. This contract allows the Community
Development Department the continued use of Public Affairs Management for completion of
EIR for YMCA/Alamo Project.
FISCAL IMPACT
The cost is covered by revenue received from application fee paid by developers.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has contracted with Public Affairs Management
since December 7, 1999 for EIR.preparation services. The original contract covered the time
period 12/07/99—03/31/02 and was for a total amount of$149,695.00, of which$87,006.50
was spent. The second contract is for the period of time from May 15, 2002 through December
31, 2002 for the amount of$62,688.50. Additional funds in the amount of$56,500.00 are
required due to additional analysis necessary for the EIR to address comments received from
the Public.

RECOMMENDATIONS
Authorize the Community Development Director or his designee to execute a contract
amendment with Environmental Science Assoc. in the amount of$13,000.00 for continuing
services through December 31, 2002. This amendment, effective September 11, 2002
increases the contract amount from $15,000.00 to $28,000.00
FISCAL IMPACT
The cost is covered by revenue received from the project applicant- Concord Jet Services.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The additional funds will allow more detailed analysis required to prepare the CEQA document including
a quantitative study of potential noise impacts, a wetlands delineation, and protocol-level biotic surveys.
This contract amendment would allow the services to continue through December 31, 2002 and
increases the contract by$13,000.00 to a new total of$28,000.00.
