RECOMMENDED ACTION!
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee,

FINANCIAL IMPACT!
$40,000 EHSD will provide $40,000 as LIFT grant matching funds (Golden Gate Transit $30,000 and Central
Contra Costa Transit Authority $10,000); Department of Labor (DOL) Funding, 100% Federal. No County
Cost.
CHILDREN'S IMPACT S'j ATEMF.NT:
The programs generated from the grant funding would support four of the Contra Costa County's community
outcomes " (1) Children Ready for and Succeeding in School""(3) Families that are Economically Self-
sufficient", "(4)Families that are Safe, Stable and Nurturing", and"(5) Communities that are Safe and Provide a
High Quality for Children and Families"by developing and expanding access to transportation to assist
participants in obtaining and sustaining non-subsidized employment and becoming self sufficient.
BACKGROUND-
Employment and Human Services Department was a co-applicant for LIFT grant funding and the resulting
transportation program(s). The 3-year grant was made available by the Federal Transportation Administration,
through the Congestion, Management and Air Quality Division to the Metropolitan Transportation Commission
for welfare-to-work transportation projects in the Bay Area. As the co-applicant, EHSD is to provide matching
funds to Golden Gate Transit and Central Contra Costa Transit Authority.
The current plan is for expanded bus service to extend hours and day(s)of service to existing route(s),to and
from neighborhoods of high concentration of welfare-to-work participants and of high concentration of
employment opportunities. This expansion is consistent with the implementation strategies outlined in the
Contra Costa County Welfare to Work Action Plan, adopted by the Board, May 1999.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
ACCEPT funding from the Contra Costa Children and Families Commission Home Visiting Grant
in the amount of$758,500 for the Welcome Home Baby Program for the period of June 1, 2002 through
July 31, 2003. (#29-131-0).
FINANCIAL IMPACT:
EHSD to receive $758,500; 100% Contra Costa Children and Families Commission(Prop. 10) Funds.

BACKGROUND:
The Contra Costa Children and Families Commission has made funding available for the Welcome Home Baby
Program, as part of the Commission's effort to promote a comprehensive, coordinated, in-home visitation
program for first time parents in Contra Costa County.
The Welcome Horne Baby Program is a prevention and early intervention program providing home visiting for
first-time families. The identification of first-time families, and provision of weekly home visits emphasizing
infant bonding and nurturing child development,health education and medical care, and assistance with
employment, housing, transportation and childcare can provide appreciable reductions in child abuse and
neglect and other significant health and education concerns.

California Employment Development Department (#29-104-1) in the amount of$340,004 for the period July 1,
2002 through June 30, 2003.
FINANCIAL IMPACT:
No County Costs. These funds will pay for outreach, transitional, and other supportive services to dislocated
workers, employees notified of layoff, and employers in Contra Costa County.
CHILDREN'S IMPACT STATEMENT:
This action will indirectly support the third outcome established in the Children's Report Card: 3) "Families
that are Economically Self-Sufficient". This grant will fund workforce development client services.

Rapid Response is a collaborative effort between Employment & Human Services Department (EHSD) staff
and Employment Development Department (EDD) staff, business, and community agencies to respond to the
needs of recently dislocated workers and employees coping with imminent layoff. Services include
information, outreach, and supportive services to dislocated workers and employees notified of layoff, and
identification of business retention strategies to avert downsizing. EDD awarded EHSD the Rapid Response
Assistance Grant funding beginning FY 2000/2001.
Authorization for Rapid Response Grant funding for FY 2002/2003 will allow the Workforce Development
Board of Contra Costa County, staffed by the Employment and Human Services Department, to continue
ongoing supportive workforce development client services and implement new services such as the Rapid
Response Business 'Visitation Program to identify strategies for averting 1 ffs in the local area.

The Employment and Human Services Department, Aging and Adult Services, Adult Area on Aging (AAA)
provides services to low income, older residents of Contra Costa County as defined in Title III of the Older
Americans Act. Services include, but are not limited to, disease prevention and health promotion, nutrition
counseling and nutrition risk screening services,mediation management, and information through multipurpose
senior centers,congregate meal sites, home delivered meal programs, or at other appropriate sites. Title VII of
the Older Americans Act provides for elder abuse prevention and ombudsman services.

RECOMMENDATION M:
APPROVE and AUTHORIZE the Community Services Director or designee to
submit the FY 2003 Early Head Start Continuation Grant Application to the U.S.
Department of Health and Human Services, Administration for Children and
Families in the amount of $2,361,969 for Early Head Start program services for
the period from January 1, 2003 through December 31, 2003.
FINANCIAL IMPACT:
If this grant application is approved by the U.S. Department of Health and Human
Services, Administration for Children and Families (ACF), funding will be added to
the FY 03-04 Early Head Start Budget. Funding is requested in the following
categories:

Local share through in-kind $472,394
Total $2,351,969

CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achievedby offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong
parent involvement focus, to low-income children throughout Contra Costa
County. The overall goal of the program is to bring about a greater degree of
social competence in preschool children from low-income families.
REASON'S FOR RECOMMENDATIONS/BACKGROUND:
Please see attached 16-point Executive Summary. This application has been
reviewed and approved by the Head Start Local Policy Council on August 15,
2002.

EXECUTIVE SUMMARY
INCOMING FUNDS NARRATIVE STATEMENT
1. PROJECT/PROGRAM TITLE. FY 2003 Early Head Start Continuation Grant
Application
2. FUNDING AGENCY. Department of Health and Human Services, Administration
for Children and Families (ACF), Arlington, Virginia
3. SUBMITTAL STATUS. Request for continuation funding. This application is due
no later than October 1, 2002.
4. PROPOSED TERM. Funding is requested for a one year period from
January 1, 2003 through December 31, 2003. The budget summary is below.
5. CURRENT FUNDING. Funding for Early Head Start is provided by federal dollars.
Contra Costa County, as Grantee, is required to generate a 20% match of the total
prciect budget, which may be in cash or in-kind contributions, fairly valued.
6. FUTURE FUNDING. Each year, the grantee must submit an application for
continuation funds.

8. STAFFING REQUIREMENTS. As Grantee, Contra Costa County operates the
Early Head Mart Program, which is administered and staffed by the Community Services
Department.
9. PROGRAM NEED. The Community Services Department serves the needs of
low-income children (0-3 years of age, including pregnant mothers, under Early Head
Start) and their families, by providing quality childcare,child development and other
services such as medical and dental needs.
10. RELATIONSHIP TO OTHER PROGRAMS. The Community Services
Department's Early Head Start program combines federal Early Head Start and state child
development funding into one cohesive program. The Department also has strong
collaborations with other departments within the County and partners with Community
Based Organizations, local private businesses, schools, non-profits, and volunteer
organizations.
11. PROJECT GOALS. The four goals identified and approved in last year's Early
Head Start Continuation Grant application will remain the same for Y2003:

12. STATED OBJECTIVES. Each of the main goals has directly-related objectives
and outcomes, which will continue for Y2003.
13. ACTIVITY SUMMARY. Age-appropriate early childhood literacy programs
continue to improve this area of development. The Family Development Matrix has been
fully integrated into the Family Partnership Agreement that was implemented in
September 2001.
The Community Services Department collaborates with a wide range of entities,
including universities, other county departments, community-based organizations and
state agencies. Bi-lingual staff recruitment efforts were increased, and a teacher training
program was developed which was so successful that 85% of the teacher vacancies were
filled. The Horne Start initiative to enhance exempt provider care is targeted for
implementation later this year, pending approval of federal expansion grant funding.
14. EVALUATION METHOD(S). Measurable, results-based child and family
outcomes have been implemented.
15. CHANGES COMPARED TO PRIOR YEAR(if any). Program Goals,
Objectives,and Outcomes have not changed for Y2002, and will continue for Y2003.
16. POTENTIAL CONTROVERSIAL ISSUES. None. Public perception of the
Early I-lead Start programs remain positive. The Parent Policy Council approved
submitting the Continuation Grant application for Y2003, on August 15, 2002.
