SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff, or designee, to sign a contract with the State of
California Commission on Police Officers Standards and Training (P.O.S.T.) to accept an amount
not to exceed $66,750.00 for the presentation of the P.O.S.T. certified Emergency Vehicle
Operations Course (EVOC) by the Law Enforcement Training Center during the period between
July 1, 2001 through June 30, 2002.

Ill. BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
On January 1, 2002 the Office of the Sheriff assumed responsibility for law enforcement
training previously provided by Los Medanos College. A component of this training is the
Emergency Vehicle Operation Course (EVOC). This contract agreement provides for the
amendment of the contractor's name from Los Medanos College to the Office of the Sheriff
and will allow for reimbursement of some costs associated with presenting EVOC training.

SUBJECT: Authorization to submit an application and receive
funding from the Substance Abuse and Mental Health Services Administration
(SAMHSA) to support the Synergy Program for FY 2002-2003.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
A. Approve and authorize the Director of Health Services Department or his designee to
execute and transmit an application along with the necessary certifications and
assurances to the Department of Health and Human Services (DHHS) SAMHSA Center
for Substance Abuse Treatment, Addictions Treatment for the Homeless funding to
support the Synergy program.
B. Authorize the Director of Health Services or his designee, if awarded funding, to accept
up to $600,000 annually for three years in SAMHSA funding and enter into contact with
DHHS to perform all responsibilities in relation to receipt of the funding and contracted
previsions for the operations of the Synergy Program for federal FY 2002-2005.
FISCAL IMPACT:
All matching fund requirements will be met with in-kind services. No additional County Funds
required.
BACKGROUND:
Studies conducted for Contra Costa County's Homeless Continuum of Care Plan
conservatively estimated that 41% of the County's adult homeless population struggles to
some extent with substance abuse and co-occurring disorders. In fiscal year 1999, 1,622
homeless people were admitted the County's substance abuse treatment system, County-
funded substance abuse treatment programs are consistently full, with 175 persons wait-listed
for an average of six weeks at any given time.
The Synergy Project is designed to expand Contra Costa County's capacity to address the
substance abuse treatment needs of its homeless. Synergy will significantly increase access
and to substance abuse treatment services by providing outreach and engagement services,
an enhanced referral system, expanded intensive case management, and access to
emergency, transitional, and permanent housing.

Approve and authorize the Health Services Director or his designee (Chuck Deutschman) to
execute on behalf of the County, Contract Amendment/Extension Agreement ##.29-521-1 with the
Contra Costa Children and Families Commission, effective July 1, 2002, to amend Agreement
#47-447 (County #29-521) to extend the term of the Agreement from June 30, 2002 to
December 31, 2002, with no change in the Contract Payment Limit of $1,084,054.95.
FISCAL ACT:
Approval of this Agreement will allow County to continue receiving funds from the Contra
Costa Children and Families Commission (Proposition 10 - Alcohol and Other Drugs Services
funds) for expansion/enhancement of substance abuse services for women with children. No
County funds are required.
BACKGROUNDIRBASON(S) FOR REC.'ONM ATION(S) :
This project will expand and enhance substance abuse services for women that are in the
child welfare system and provide 12 new residential treatment beds for women and their
children. The project will provide an opportunity to address the specialized treatment
needs of women, their infants and children involved with Children and Family Services, a
Bureau of the Employment and Human Services Department (EHSD) . This project is part of
a continued collaboration between ADDS and EHSD.
The goals of the project are to: promote easy access to duality prenatal care; have
healthy children ready for schools by addressing their special treatment needs; provide
on-going case management services for the mothers and their families from a multi-disci-
plinary team approach; reduce the wait list time for women in the child welfare system to
enter residential treatment, and provide on-going substance abuse education on tobacco,
alcohol and ether drugs to pregnant and parenting women. The project will not replace any
existing project or program that is monitored by the County.
On August 14 2001, the Board of Supervisors approved Contract ##47 -447 (County #$29-521)
with Contra Costa Children and Families Commission for the period from Larch 1, 2001 though
June 30, 2002 . Approval of Agreement #29-521-1 will allow the County to continue receiving
funds through December 31, 2002.

of Mental Health

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Donna. Wigand, LCSW) to execute on behalf of the County, Standard
Agreement 429-500-6 (State #02-72010-000) with the State of California,
Department of Mental Health, for the period from July 1, 2002 through
June 30, 2003 , in an amount not to exceed $2 , 254, 750, to implement and
administer Managed Mental Health Care services for Medi-Cal eligible
residents of Contra Costa County.
FINANCIAL IMPACT:
Approval of this agreement will result in a total payment limit of
$2, 254, 750 from the State Department of Mental Health, for Managed Mental
Health Care services . No County funds are required.
REASONS FOR REGOMMEN!)ATIONSIBACKGROUND:
On January 14 , 1957, the Board adopted Resolution No 97/17, authorizing
the Health Services Department' s Mental Health Division to assume
responsibility, for Fee-for Service Medi-Cal specialty mental health
services . On February 5, 2002 , the Board of Supervisors approved
Standard Agreement ##29-500-5 with the State Department of Mental Health,
for the period from July 1, 2001 through June 30, 2002 .
Approval of Standard Agreement ##29-500-6 will allow the County to
continue to implement and administer Managed Mental Health Care services
for Medi-Cal eligible. residents of Contra Costa County, through June 30 ,
2003 .
Three sealed/certified copies of this Board order should be returned to
the Contracts and Grants Unit for submission to the State Department of
Mental Health.

Emergency Medical Services Authority

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Art Lathrop) , to execute on behalf of the County, Standard Agreement
#28306 (State #EMS-2051) with the State Emergency Medical Services
Authority, in an amount not to exceed $21, 012, for the period from July
1, 2002 through June 30, 2003 , for the Medication Education for Drug
Safety (MEDS) Project .
FISCAL IMPACT:
Approval of this agreement by the State will result in an amount not to
exceed $21, 012 of State funding for the Medication Education for Drug
Safety (MEDS) Project . No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The Medication Education for Drug Safety (MEDS) Project will be a new
addition to a comprehensive countywide injury prevention effort offered
through' Contra Costa County Health Services Department' s Emergency
Medical Services Division in conjunction with John Muir Medical Center.
The project' s mission is to address the unique medication issues of
older adults in an effort to reduce the number of preventable injuries
to this population in Contra Costa County. Recognizing the magnitude
of the issue of polypharmacy and injury in older adults, this program
will provide a mechanism to educate older adults about their
medications, purpose, side effects and drug interactions .
Approval of Standard Agreement #28-306, will allow County to implement
the MEDS Project, through June 30, 2003 .
Three sealed/certified copies of this Board Order should be returned to
the Contracts and Grants Unit for submission to the State Emergency
Medical Services Authority.
