None—no matching funds required. As a condition of this grant award the library must provide
a dedicated computer for use by children and youth during the hours of availability.

BACKGROUND
Live Homework Help software will enable the Pittsburg and San Pablo Libraries to offer their
young patrons (grades 5 — 12) one-to-one online tutoring during after-school, evening, and
weekend hours. Students connect to online tutors for up to 20 minutes of help in math, science,
social studies and English. This service will be available from March 1, 2002 through
September 30, 2002. Service hours include Monday — Thursday, 3:00 p.m. — 7:30 p.m. and
Saturday 11:00 a.m. —5:00 p.m.

RECOMMENDATION
AUTHORIZE the Contra Costa County Librarian to accept California State Library, Library
Services and Technology Act Funds, in the amount of$10,000 for the period of October 1, 2001
through September 30, 2002 for the Antioch Library. The funds will be used to assess the needs
and plan services or resources to support the large, ethnically diverse after-school youth
population of 6-- 8th graders coming to the Antioch Library.

BACKGROUND
Objectives:
• Conduct community focus group meetings for local residents to solicit their ideas about after-
school programs and services that the library should provide.
• Develop internal and external information pieces that provide a snapshot of the after-school
program needs, the role that the library will play and identify partners from the Antioch
community.
• Develop information pieces for posting on the library's Web Page.
• Write articles for the media that include interviews with stakeholders.
• Communicate results of the needs assessment workshops and progress of the program to all
participants on a regular basis.
• Develop a program evaluation tool to be completed annually by attendees of the after-school
program and participants in the development of the program.

California State Library
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the Contra Costa County Librarian to apply for and accept California Mate Library funding in the amount
of$47,746 for the period of July 1, 2002,through June 30, 2003, to fund two (1.75 FTE) Library Literacy Specialist
— Project positions.
FINANCIAL IMPACT:
Funds committed to Project Second Chance by the Contra Costa County Library, PSC, Inc., private foundation
grants and other private donations are matched by the California Library Literacy Service (CLLS). The ratio of
State to local funds for fiscal year 2002/2003, is estimated to be $1 of State Funds to $6 of local funds. The total
amount being certified is $286,475. Contra Costa County Library funds total $166,027; $50,000 in private funds
from the Silver Lining Foundation; $5,000 in private funds from the Lesher Foundation; and $45,448 in costs
underwritten by PSC, Inc.
BACKGROUND:
Funds were made available to fifth year and beyond library literacy programs during FY 1090-1991, via a bill
known as AB 3381 (Baker). The amount available is based upon funds provided by the Contra Costa County
Library's local funds and funds raised through community support and/or grants. Each year's request is based on
a minimum match estimated by the California State Library. County funding is available for a full-time Library
Literacy[director and one full-time Senior Clerk. Additional funding is sought through State matching funds to fund
one full-time and one part-time Library Literacy Specialist— Project, to serve as tutor/learner coordinators in
CentraINVest and East Contra Costa County. They will recruit and train volunteer tutors, maintain tutor/leamer
relationships, interview adult learners for placement with tutors, evaluate tutoring processes and recommend
tutoring materials.

the Amount of$ 390,226 for the Period July 1,2002 through June 30,2003

RECOMMENDATIONS:
Approve and authorize the District Attorney to submit an application and execute a grant award agreement,
and any extensions or amendments thereof, pursuant to State guidelines, with the State Department of
Insurance for funding of the Automobile Insurance Fraud Prosecution Program in the amount of$ 390,226
for the period July 1, 2002 through June 30, 2003 (State funds-budgeted).
FINANCIAL IMPACT:
The grant application will fund salaries and benefits for 1.5 FTE attorneys, an investigator, and one-half FTE
clerk assigned to the program. The Automobile Insurance Fraud Prosecution award is allocated from a trust
fund financed by an assessment per insured vehicle, payable by the insurer. Of the assessment amount,
approximately one-half is earmarked for distribution to District Attorneys for enhanced prosecution of
automobile insurance fraud. Supplantation Is prohibited. Expenditures and revenue for grant positions are
included in the District Attorney's 2002/03 budget.
REASONS FOR RECt711tIMENDATIONIBACKGROUND:
The State Legislature has determined that one of the significant factors driving up the cost of auto insurance
is fraud. While fraud is recognized as a growing problem across the country, California is an area of
concerted criminal activity in insurance fraud. Although originally,.# problem was contained in the Los
Angeles area,recent statistics confirm that the problem is rapidly becing a Statewide concern.

The Department of Insurance Fraud Bureau was established in 1979. However, resources committed to
fighting fraud were limited. In 1989, the legislature enacted, through SB 2344 and SB 1103, statutes
which provided resources for enhanced automobile insurance fraud investigation and prosecution. That
investment has resulted in increasing the number of prosecutions for automobile insurance fraud
Statewide. The implementation of mandated carrier-based special investigation units and the
Automobile Insurance Claims Depository will operate to uncover large numbers of fraudulent claims
which had gone undetected before the existence of those programs.
CONSEQUENCES OF NEGATIVE ACTION.
Failure to approve the recommendation will result in the inability of the District Attorney to apply for
State funds designated for use by Contra Costa County in the prosecution of automobile insurance
fraud. A county which fails to submit the application shall not be considered for funding, and their
undistributed funds shall be returned to the Department of Insurance to be reprogrammed.

RESOLUTION OF THE GOVERNING BOARD
WHEREAS the Board of Supervisors, Contra Costa County, desires to undertake a certain
project designated as the Automobile Insurance Fraud Prosecution Program to be funded
in part from funds made available under the authority of California Insurance Code section
1872.8 and administered by the California Department of Insurance (hereinafter referred
to as DOI),
NOW, THEREFORE, BE IT RESOLVED that the District Attorney of the County of
Contra Costa is authorized to execute, on behalf of the Board of Supervisors, the Grant
Award Agreement, including any extensions or amendments thereof.
IT IS AGREED that any liability arising out of the performance of the Grant Award
Agreement, including civil court actions or damages, shall be the responsibility for the grant
recipient and the authorizing agency. The State of California and the California
Department of Insurance disclaim any responsibility for such liability.
BE IT FURTHER RESOLVED that the grant funds received hereunder shall not be used
to supplant expenditures controlled by this body.

Ill. BACKGROUND/REASONS FOR RECOMMENDATION (S):
This ,application for grant monies for the development of Self Assessment Techniques for
Internal Monitoring will allow the Office of the Sheriff to hire a consultant to review four critical
systems: 1) The employee background and hiring system, 2) The internal inspection of
policies, procedures and operations; 3) The system for investigation of complaints and
impropriety made against Department employees; and 4)The system for addressing identified
employee training needs. A thorough review of these systems will provide direction for the
improvement of current procedures and support our commitment to provide the best passible
law enforcement service to the citizens of Contra Costa County. This Board Order confirms
the submission of the application by the Office of the Sheriff and the County Administrator's
Office to meet the time deadline imposed by the Department of Justice.
