Students connect to online tutors for up to 20 minutes of help in math, science, social studies and English. This service will be available from March 1, 2002 through September 30, 2002. Service hours include Monday — Thursday, 3:00 p.m. — 7:30 p.m. and Saturday 11:00 a.m. —5:00 p.m. CONTRA.COSTA CHILDREN'S IMPACT STATEMENT: Applicability: This grant will: 1. FINANCIAL IMPACT: Funds committed to Project Second Chance by the Contra Costa County Library, PSC, Inc., private foundation grants and other private donations are matched by the California Library Literacy Service (CLLS). The ratio of State to local funds for fiscal year 2002/2003, is estimated to be $1 of State Funds to $6 of local funds. The total amount being certified is $286,475. Contra Costa County Library funds total $166,027; $50,000 in private funds from the Silver Lining Foundation; $5,000 in private funds from the Lesher Foundation; and $45,448 in costs underwritten by PSC, Inc. BACKGROUND: Funds were made available to fifth year and beyond library literacy programs during FY 1090-1991, via a bill known as AB 3381 (Baker). The amount available is based upon funds provided by the Contra Costa County Library's local funds and funds raised through community support and/or grants. Each year's request is based on a minimum match estimated by the California State Library. County funding is available for a full-time Library Literacy[director and one full-time Senior Clerk. Additional funding is sought through State matching funds to fund one full-time and one part-time Library Literacy Specialist— Project, to serve as tutor/learner coordinators in CentraINVest and East Contra Costa County. They will recruit and train volunteer tutors, maintain tutor/leamer relationships, interview adult learners for placement with tutors, evaluate tutoring processes and recommend tutoring materials. Approval to Submit an Application and Execute a Grant Award Agreement with the State Department of Insurance for Funding of Automobile Insurance Fraud Prosecution Program in the Amount of$ 390,226 for the Period July 1,2002 through June 30,2003 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Approve and authorize the District Attorney to submit an application and execute a grant award agreement, and any extensions or amendments thereof, pursuant to State guidelines, with the State Department of Insurance for funding of the Automobile Insurance Fraud Prosecution Program in the amount of$ 390,226 for the period July 1, 2002 through June 30, 2003 (State funds-budgeted). FINANCIAL IMPACT: The grant application will fund salaries and benefits for 1.5 FTE attorneys, an investigator, and one-half FTE clerk assigned to the program. The Automobile Insurance Fraud Prosecution award is allocated from a trust fund financed by an assessment per insured vehicle, payable by the insurer. Of the assessment amount, approximately one-half is earmarked for distribution to District Attorneys for enhanced prosecution of automobile insurance fraud. Supplantation Is prohibited. Expenditures and revenue for grant positions are included in the District Attorney's 2002/03 budget. REASONS FOR RECt711tIMENDATIONIBACKGROUND: The State Legislature has determined that one of the significant factors driving up the cost of auto insurance is fraud. While fraud is recognized as a growing problem across the country, California is an area of concerted criminal activity in insurance fraud. Although originally,.# problem was contained in the Los Angeles area,recent statistics confirm that the problem is rapidly becing a Statewide concern. However, resources committed to fighting fraud were limited. In 1989, the legislature enacted, through SB 2344 and SB 1103, statutes which provided resources for enhanced automobile insurance fraud investigation and prosecution. That investment has resulted in increasing the number of prosecutions for automobile insurance fraud Statewide. The implementation of mandated carrier-based special investigation units and the Automobile Insurance Claims Depository will operate to uncover large numbers of fraudulent claims which had gone undetected before the existence of those programs. CONSEQUENCES OF NEGATIVE ACTION. Failure to approve the recommendation will result in the inability of the District Attorney to apply for State funds designated for use by Contra Costa County in the prosecution of automobile insurance fraud. A county which fails to submit the application shall not be considered for funding, and their undistributed funds shall be returned to the Department of Insurance to be reprogrammed. IT IS AGREED that any liability arising out of the performance of the Grant Award Agreement, including civil court actions or damages, shall be the responsibility for the grant recipient and the authorizing agency.
