BACKGROUND: The 2002/20103 Final Budget allocations for the County Administrator's Office and its divisions were predicated on a reorganization of certain functions and responsibilities, and the elimination of two positions. The attached resolutions include actions that achieve the Consolidation of the Training Institute and the Policy and Innovation Institute into a single entity providing training and Consultation to County departments, and recognize increased responsibilities and duties within the Budget Division. These actions substantially achieve the budget and organizational plan adopted in the Final Budget. Additional actions may be brought to the Board later this year as other adjustments are determined. UILKEMA, GERBER, DeSAULNIER, GLOVER & GIOIA NOES: NONE ABSENT: NONE iA ABSTAIN: NONE) Resolution No. 20021508 In the Matter of Reorganizing Certain ) Functions and Responsibilities Within ) The County Administrator's Office ) WHEREAS, the 2002/2003 Final Budget was adopted by the Board on August 13, 2002; and WHEREAS, increases in retirement rates and loss of state revenues accruing to the County Administrator's Office as reflected in the Final Budget allocations necessitates expenditure reductions within the County Administrator's Office and its divisions; and WHEREAS, to achieve the required expenditure reductions, the County Administrator has determined to consolidate the Training Institute and Policy and Innovation Institute into one division providing training and consultation to County departments, and to recognize increased responsibilities and duties in other divisions; NOW, THEREFORE, BE IT RESOLVED that: (1) Effective July 1, 2002,the class of Special District Analyst(ADDS)is reallocated on the salary schedule from salary level M25 2426 (Steps 3 through 13) to salary level M25 2417 (Steps 3 through 13); (2) Effective July 1, 2002, Management Analyst 111 (ADTD) position#6423 is reclassified to Special District Analyst (ADDS); (3) Effective January 1, 2003, the class of Director of Institute of Policy and Innovation— Exempt(5AA2) is reallocated on the salary schedule from salary level M50 2704(Steps 8 through 10)to salary level M50 2635 (Steps 5 through 9); (4) The class of Special Assistant to the County Administrator — Exempt is established effective January 1, 2003, and is allocated on the salary schedule to salary level M50 2635 (Steps 5 through 9); and (5) Effective January 1, 2003 the class and position of Director of Institute of Policy and Innovation — Exempt are reallocated to the class of Special Assistant to the County Administrator—Exempt; effective January 2, 2003, the class of Director of Institute of Policy and Innovation — Exempt is abolished; and (6) Effective October 1, 2002, one Executive Secretary(J3T5) position#1719 is canceled.
