REASONS FOR RECONMENDATION/BACKGROUND: A Phase I Environmental Assessment was conducted by Subsurface Consultants, Inc., which recommended field study of the project site to determine whether contaminants are potentially present. This contract is for conducting the Phase II Environmental Site Assessment. Contra Costa County conducted outreach to companies, including several Disadvantaged Business Enterprise(DBE) and chose Fugro West, Inc., as the most qualified responsible and responsive firth. IV. CONSEQUENCES OF NEGA'T'IVE ACTION: If the Consulting Service Agreement is not approved, the County will not be able to move forward with environmental clearance, causing delays in the project schedule.
