BACKGROUND: As part of a reorganization of certain functions and duties in the County Administrator's Office, a new classification is being created. The County Administrator has determined that in accordance with the duties of the new classification, it should be exempted from the County Merit System. The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical footnotes from the official text of the enacted or amended provisions of the County Ordinance Code): SECTION I: Section 33-5.307 of the County Ordinance Code is amended to exclude from the merit system the class of special assistant to the county administrator-exempt and eliminate the classification of assistant county administrator-finance to read: 33-5.307 County Administrator. (a) The county administrator is excluded and is appointed by the board of supervisors. (b) The following positions in the county administrator's office are excluded and are appointed by the county administrator: chief assistant county administrator; assistant county administrator; assistant county administrator-director of human resources; special assistant to the county administrator-exempt; labor relations manager; director of the institute of policy and innovation-exempt; and manager capital facilities and debt management - exempt.
