DATE: September 10, 2002 SUBJECT: ADOPT Resolution No. 2002/5 3 7 authorizing the Public Works Director to apply for grant funds for the Per Capita Grant Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000, Countywide area. (All Districts) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: ADOPT Resolution No. 2002/ 5 3 7 authorizing the Public Works Director to apply for grant funds for the Per Capita Grant Program under the Safe Neighborhood Parks, Clean Water Clean Air, and Coastal Protection Bond Act of 2000. II. Financial Impact: There is no impact to the County General Fund. All funds for park projects will be funded by grant funds, developer fees or local assessments. Deputy Auditor-Controller County Counsel SUBJECT: ADOPT Resolution No. 200215 3 7 authorizing the Public Works Director to apply for grant funds for the Per Capita Grant Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 DATE: September 10, 2002 PAGE 2 III. Reasons for Recommendations and Background: Proposition 12 was passed by the voters in March of 2000 providing $800 million statewide for local park assistances grant programs; $385 million of the total Proposition 12 program funds are allocated to counties, cities and special districts on a population based formula. The allocations were released in April 2001 and jurisdictions have until July 1, 2003 to have fully executed contracts and July 1, 2008 to complete projects. The County will receive a total of $375,251 from the 2000 Bond Act Per Capita (Proposition 12) Program, The County will apply directly to the State for $233,455 and to the East Bay Regional Parks District for the $141,796 pass through portion for the unincorporated area the County oversees. IV. Consequences of Negative Action: The County will not be able to access the Proposition 12 Park Bond funds. BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on September 10, 2002 by the following vote: AYES: Supervisors Gerber, DeSaulnier, Uilkema, Glover, and Gioia NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 2002/ 537 APPROVING THE APPLICANT TO APPLY FOR GRANT FUNDS FOR THE PER CAPITA PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER,CLEAN AIR,AND COASTAL PROTECTION BOND ACT OF 2000 WHEREAS, the people of the State of California have enacted the Per Capita Grant Program which provides funds to the meet the urgent need for safe, open and accessible local park and recreation facilities for increased recreational opportunities that provide positive alternatives to social problems; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the grant program, setting up necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the Applicant's Governing Body to certify by resolution the approval of the Applicant to apply for the Per Capital Allocation, and WHEREAS, the Applicant will enter into a Contract with the State of California; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors: 1) Approves the filing of an Application for local assistance funds from the Per Capita Grant Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000; and 2) Certifies that the Applicant has or will have sufficient funds to operate and maintain the project(s); and 3) Certifies that the Applicant has reviewed, understands and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 4) Appoints the Public Works Director or his designee as agent to conduct all negotiations, execute and submit all documents including, but not limited to Applications, agreements, payment requests and so on, which maybe necessary for the completion ofprojects(s).
