RECOMMENDATION
AUTHORIZE the Auditor-Controller to transfer$151,078 from the Perk Dedication Trust Fund
accounts listed below to the Contra Costa County Public Works Department to finance
renovations to Boeger, Hickory Meadows, Lynbrook and View Paint parks in Bay Point.

BACKGROUND /REASONS FOR RECOMMENDATIONS
It is the policy of the County to utilize perk dedication funds to meet local perk needs. This
action is consistent with that policy. Several yeas ago, a park planning consultant prepared
a report detailing the improvements needed to improve both safety and access at each of
the four subject parks. The proposed improvements outlined below address the
recommendations contained in the consultant's report.
Boe er; This 2 acre park contains a recently installed metal and plastic play structure and
two independent spring rockers. Proposed improvements include regrading and
resurfacing the walkway to provide an accessible path to new picnic tables, bench and
bicycle rack; installing curbing around the play area and providing proper drainage; and
installing new lighting and an informational sign. The estimated cost of this project is
$22,100.
Hickory Meadows: This 1f3 acre park is comprised of a wood and metal composite play
structure. Proposed improvements include installing a new multifunctional play structure;
regarding and resurfacing the walkway to provide an accessible path to the new play
structure, picnic tables, bench and bicycle rack; and replacing the existing fence around the
play area. The estimated cost of this project is $54,700.
Lynbrook: This 4.1 acre park is comprised of two metal and wood play structures an
attached rotating swing structure, and a stand-alone swing set. In addition, large open
grassy areas are used for softball/baseball and soccer games. Proposed improvements
include installing a new play structure, rotating swing, and swing set; installing a new
walkway across the park; installing accessible picnic tables, BBQ and drinking fountain;
installing new trees at the picnic area; and installing new lighting. The estimated cost of
this project is $93,850.
Because of its size and central location, Lynbrook serves as a community park facility as
contemplated in the County General Plan. Users come from throughout the Bay Point
area. Consequently, Park Dedication funds from other census tracts will help finance the
improvements at Lynbrook Park.
View Point: This 113 acre park is comprised of a wood and metal play structure. Proposed
improvements include installing a new play structure and picnic table/bench; constructing
an accessible path to the play equipment; installing a bicycle rack and new lighting. The
estimated cost of this project is $40,365.
All of the proposed improvements are consistent with the use of park dedication fees for
renovation and improvement pursuant to Division 920 Park Dedication of the County
Zoning Ordinance. In addition to the Park Dedication funds, $65,000 in Prop. 12 funds will
be used to help finance the improvements to the parks.
