The study should also examine whether neighboring properties should be included in the amendment. 2. Granting Authorization of this request does not imply any support for this application, but only that this matter is appropriate for study. BACKGROUND/REASONS FOR RECOMMENDATION The Redevelopment Agency purchased the approximately eight-acre in the North Broadway area of Bay Point, referred to as the Siino site, in 2001. The site is a vacant parcel that separates two older neighborhoods in the Bay Point area. Housing development of the site will connect the two neighborhoods; as well as further the Bay Point Redevelopment and the County's Housing Element goals. A Community Planning Process, included a series of facilitated meetings to gain consensus on the future use of the property,was conducted in 2401. The consensus of the participants included the development of a mixed-income project consisting of for- sale single-family residences and affordable multiple-family units.The physical layout of the project would adhere to traditional neighborhood development/new urbanist design principles. The Redevelopment Agency issued a request for proposals for a developer of the site in early 2002. Staff and the community representatives unanimously recommended the development team of Resources for Community Development and the O'Brien Group. This recommendation was confirmed by the Bay Point Project Area Committee at their meeting in June. Can July 9, 2002, the Board of Supervisors designated the development team of Resources for Community Development and the O'Brien Group for the development of the eight-acre infill site in the North Broadway Neighborhood of Bay Point; and authorized the Redevelopment Director to negotiate the Disposition and Development Agreement (DDA). The development proposal includes 49 affordable multiple-family units, a day care and community room along the Willow Pass Road frontage and 69 single-family residential units on the remainder of the site. The multiple-family component of the project will be constructed on the portion of the site designated as Mixed-Use-Willow Pass Road Corridor in the County General Plan. The single-family units are proposed on the site currently designated as Single-Family High Density in the General Plan. The Redevelopment Agency, on behalf of the developer, is requesting an amendment to the General Plan to redesignate this portion of the site to Multiple-Family Low Density. On July 10, 2002, the Bay Point Municipal Advisory Council and Bay Point Project Area Committee unanimously recommended the authorization of the General Plan study. The study would also determine if other areas in the neighborhood should be considered for redesignation in the General Plan.
