SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. APPROVE a Sublease with the State of California Employment Development Department,
commencing July 1, 2002 through December 31, 2003, for a portion of the premises at 415
Railroad Avenue, Pittsburg, under the terms and conditions more particularly set forth in the
Sublease.
2. AUTHORIZE the Directorof General Services to execute the Sublease on behalf of the County.
3. DETERMINE that compliance with the provisions of the California Environmental Quality Act
(CEQA) was completed on March 5, 2002 when the Board of Supervisors approved the Master
Lease with the City of Pittsburg Redevelopment Agency for 415 Railroad Avenue, Pittsburg and
determined that the Lease was a Class 1 Categorical Exemption under CEQA.
FINANCIAL IMPACT
This Sublease will provide revenue to the Employment and Human Services Department (EHS) in the
amount of $45,800.00 for the period July 1, 2002 through December 31, 2003. Revenues are
credited to the EHS Department as all the expenses for the facility are charged to the EHS
Department.
BACKGROUND
The State of California Employment Development Department has occupied the city-owned premises
since October 1, 2000. As of March 1, 2002 the EHS Department became the primary Lessee of the
premises. This Sublease will provide office space for the State of California Employment
Development Department so they can continue to provide employment services in conjunction with
the EHS Department's One Stop Program.
