SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. APPROVE a Lease, commencing no sooner than October 1, 2002, with Cranbrook Realty
Investment Fund, dba Muir Parkway Office Center for 1350 Arnold Drive, Suite 102, Martinez,
for occupancy by the Environmental Health Division, under the terms and conditions more
particularly set forth in the Lease.
2. APPROVE the termination of a Sublease with Placer Title Company, Inc. for the Premises at
1320 Arnold Drive, Suite 163, Martinez,
3. APPROVE the Second Amendment to the Lease for the Premises at 1330 Arnold Drive, Suite
252, Martinez to extend the term of the Lease.
4. AUTHORIZE the Director of General Services to execute the Lease for 1350 Arnold, Suite 102,
execute the Second Amendment to the Lease for 1330 Arnold Drive, Suite 252 and execute the
Termination Agreement of the Sublease for 1320 Arnold Drive, Suite 163 on behalf of the
County.
5. DETERMINE that the Lease for the 1350 Arnold Drive, Suite 102 project is a Class 1a
Exemption under the California Environmental Quality Act (CEQA).
6. DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk, and the Director of General Services to arrange for the payment of the handling fees to
the Community Development Department and County Clerk for filing of the Notice of Exemption.

FINANCIAL IMPACT
Occupancy costs for both the Senior Nutrition Program and the Environmental Health Division are
budgeted within the department budget for FY 2002-2003. Both divisions will be relocating to office
space in comparable size and cost at the Muir Parkway Office Complex, 1320-1350 Arnold Drive.
For the period of November 1, 2002 through October 31, 2003, the monthly rent for Senior Nutrition
will increase by $13.20 per month from $2,259.10 to $2,272.30 per month. The obligation of the
County for Environmental Health will decrease by $125.00 per month from $2,272.30 to $2,147.30
per month.
BACKGROUND
On August 6, 2002 the Board of Supervisors approved a lease for office space at 1320 Arnold Drive,
Suites 153 and 251 for relocation of the Health Services Department's Personnel and Payroll
Divisions from the County owned Summit Centre building. The Personnel Division will relocate to
Suite 261. The Payroll Division will relocate to Suite 153, which is to be comprised of the formerly
separate Suite 163 and a portion of what was formerly Suite 169. The Health Services Department-
Senior Nutrition Program has occupied the separate Suite 163 under the terms of a sublease with
Placer Title Company since October 2, 2001. This Sublease will be terminated and on August 6,
2002, the Board of Supervisors approved a new lease for the reconfigured Suite 163. Senior
Nutrition will then relocate to 1330 Arnold Drive, Suite 252 which the County has leased for Health
Services-Environmental Health since September, 2000.
On September 12, 2000, when the Board of Supervisors approved the lease for 1330 Arnold Drive,
Suite 252, it was intended that 50% of the office would be occupied by the State EPA and the state
would pay for 50% of the rent. However in May, 2002, due to budgetary reductions, the State closed
all the EPA sites. The original term of the Lease for 1330 Arnold Drive, Suite 252 ends November 30,
2005. The Second Amendment to the Lease extends the term to November 30, 2007. The size of
Suite 252 better meets the needs of the Senior Nutrition Program and Environmental Health's
requirements are better met in the smaller sized 1350 Arnold, Suite 102.
