Specific Request (S)or Recommendation (S) & Background and Justification RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Director or designee to execute contract 438-764-1 with Nulinx International Inc. in the amount of $75,500 for the development and implementation of an Internet-based, interactive system for Family and Child Assessments for the period from July 1, 2002 through January 31, 2403. FINANCIAL IMPACT: This contract is federally funded by the Head Start Basic Grant. Funding for this contract is included in the Community Services Department's FY 2002-03 budget. There is no net County cost to this contract. The contract is part of an agency consortium for Head Start IT development. The contractor provides non-cash in-kind of$70,000 for additional software development paid by the other agencies. CHILDREN'S IMPACT STATEMENT The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing."' These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Administration for Children and Families (ACF), and the California Department of Education, both require that family and child assessments be conducted on each family within the program. The family and child assessment is a method of collecting data on a family's progress toward self-sufficiency and the child's progress for school readiness. The Contra Costa County Community Services Department currently collects and reports on family and child assessments manually. Approval of this contract will provide for the design and implementation of an Intemet-based, interactive system for collecting and reporting on family and child assessments, which will result in a more efficient process. County S[jBJ ?CT: AUTHORIZATION TO EXECUTE A CONTRACT FOR MANAGEMENT REORGANIZATION CONSULTING SERVICES Specific Request(S)or Recommendation (S) & Background and Justification RECOMMENDATION (Sl: APPROVE and AUTHORIZE the Community Services Director or designee to execute contract #38-770 with Interaction Associates Inc. in the amount of$34,800 for management reorganization consulting services for the period from September 1, 2002 through May 1, 2003, FINANCIAL IMPACT: This contract is funded through administrative portions of State and federal grants. Funding for this contract is included in the Community Services Department's FY 2002-03 budget. There is no net County cost to this contract. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Community Services Department has experienced a 200% growth in services during the past six years, including combining State and federal programs. New workflow structures need to be implemented to make services more flexible. In its first phase, reorganization will establish results-oriented teamwork. In its second phase, reorganization will implement process maps leading to teamwork and higher accountability, as well as implementing the department's new Strategic Plans. FINANCIAL IMPACT. This contract is funded through the State Department of Education and is included in the Community Services Department's FY 2002-2003 Budget. There is no net County cost to this contract.
