This contract supports three Contra Costa County community outcomes: "Children and Youth healthy and
Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and, "Communities that
are Safe and Provide a High Quality of Life for Children and Families."Through enhanced education and
training, foster and adoptive parents can better assist children and help them to understand the reasons for their
out-of-home placement.

The Foster Pride/Adopt Pride Training Project provides training, support and encouragement to foster parents
and potential foster caregivers. The program teaches parenting techniques,behavior management and child
education and has been designed to enhance foster and potential foster caregivers' ability to serve the needs of
children in County care and out-of-home placement.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
EXECUTE a contract(#21-585-5) with Contra Costa County Office of Education in the amount of$39,169 for
refugee employment services and a refugee awareness event for the period from October 1, 2002 through
September 30, 2003.
FINANCIAL IMPACT:
$39,169 Refugee Employment Social Service (RESS) Funds; 100%Federal, No County Match.
!CHILDRENIS IMPACT STATEMENT.
Services under this contract directly support two community outcomes identified in the Contra Costa Children's
Report Card: "Families that are Economically Self-Sufficient", and "Families that are Safe, Stable and
Nurturing"by providing refugee case management and employment services to assist families in obtaining and
sustaining non-subsidized employment.
Contra Costa County has experienced a significant increase in the Refugee Cash Assistance (RCA)program
caseload. These refugees are difficult to serve as they come from several countries in Africa, Asia, Eastern
Europe and the Middle East and speak a variety of languages. Without intensive language supported
employment services, it is anticipated they will not become self-sufficient by the time their 8-month time-
limited eligibility for federal RCA benefits expires and therefore, become dependent on the County General
Assistance Program.
The Contra Costa County Department of Education provides services to recipients of Refugee Cash Assistance,
including but not limited to, case management, interpreter services, referral to ESL/training resources,job
search assistance,job placement, referral and assistance in obtaining social security benefits,training and work
transportation assistance, and advocacy services. The goal of the program is to assist newly arrived refugees to
become self-sufficient through employment.
In addition to refugee employment services,the RESS funding includes up to $2,000 for purposes of
coordinating an annual public event to celebrate the achievements of refugees, raise awareness of the
contributions refugees have made to the community, and promote the Refu e Resettlement Program in
California.

The program supports three of the Contra Costa County's community outcomes " (1) Children Ready for and
Succeeding in School" "(3) Families that are Economically Self-sufficient", and"(5) Communities that are Safe
and Provide a High Quality for Children and Families"by providing services to meet the transportation needs of
CalWORKs participants in obtaining and sustaining unsubsidized employment.
BACKGROUNDo
In October 1999, Laidlaw Transit, Inc., implemented a pilot program for child voucher and transportation
focused training and employment services to hard-to-serve CalWORKs participants funded by the Governor's
15%Grant for Special Projects. With additional funding provided through CalWORKs, the child voucher
program was expanded from a program serving the Richmond area to a countywide program serving multiple
county locations providing safe, dependable transportation for CalWORKs,participants and families.
EHSD is seeking approval and authorization to extend the contract term of this transportation service program
for CalWORKs participants to coincide with the term(s) of current additional contracted transportation service
programs. During the extended term, EHSD will issue a Request for Proposal (RFP)for a wide variety of
transportation services. The RFP will then encompass several transportation projects countywide for services to
varied program recipients (i.e. CalWORKs, Independent Living Program, Aging and Adult).

RCFIROITI TD•
Bi-Bert Corporation will provide nonresidential drug and alcohol recovery services for General Assistance
(GA) recipients with substance abuse problems in a substance-free environment. Services include drug and
alcohol abuse education, drug testing, individual and group counseling, substance abuse screening and
confirmation, and referral to countywide alcohol and drug recovery services. GA applicants and recipients
identified as having substance abuse problems are required to participate in drug or alcohol treatment services
as a condition of GA eligibility and continued GA aid and sanctions. Instruction and counseling on the
physical, mental, emotional, and environmental/social aspects of alcohol and drug problems helps reduce the
impact of substance abuse and assists participants to overcame barriers to self-sufficiency. Culturally
sensitive programs are developed for special populations under the Americans Disability Act.
Funding for this contract during FY 2002/2003 will be reduced by fifteen percent (15%) due to the expected
loss of revenue with the adoption of the FY 2002/2003 State budget.

CHILDREN'S IMPACT STATEMENT:
This action will directly support the third outcome, "Families that are Economically Self-Sufficient".
Activities under this contract will provide an avenue for job search and potential employment for
participants.
BACKGROUND:
The Workforce Development Board of Contra Costa (WDB) is a member of EastBay Works, Inc. (EBW), a
consortium of four Bay Area Workforce Investment Areas which include: Contra Costa County, Alameda
County and the cities of Oakland and Richmond. EBW was created to assist in the implementation and
coordination of a regional system of one-stop career centers encompassing a distinct labor market area in
Alameda and Contra Costa counties. The EBW regional system ensures that the labor market is served by
quality, uniform, and broadly accessible services and provides coordinated outreach efforts to employers.
In Spring 2001, WDB approved the selection of OPIC to serve as fiscal agent and administrator for Contra
Costa's portion of EBW system costs and authorized a 2-year contract. In July 2002, WDB authorized
allocation of funds for this purpose. EHSD is seeking authorization from the Board to allow payment of
OPIC's outstanding demands upon approval of this Board Order and pending the execution of contract.
As fiscal agent, OPIC is responsible for processing payments and ensuring that Contra Costa's share of regional
grants are implemented accordingly. OPIC also p ovides support to the operations of the W_. 's One-Stop
