BACKGROUND/REASON t S FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides a multi-disciplinary treatment program as an alternative to hospitalization for adults who need active psychiatric treatment for County' s mental health clients . On October 16, 2001, the Board of Supervisors approved Contract #74- 143 with C.P.T. Inc. , (dba California Psychiatric Transition) , for the period from October 1, 2001 through September 30, 2002, to provide residential care and mental health services, medication support, individual and group therapy services to County-referred adults at Contractor' s treatment facility. Approval of Contract Amendment Agreement #74-143-1 will modify the rates in the Payment of the Contract, to allow Contractor to provide a higher level of care services to County referred adults who need additional specialized rehabilitative services, through September 30, 2002 . Wigand, LCSW,Mental Health Director 47woo DATE: July 22, 2002 SUBJECT: Request for Retroactive Contract#74-143-1 California Psychiatric Transitions STATEMENT OF NEED FOR RETROACTIVE CONTRACT: California Psychiatric Transitions (CPT) provides residential and mental health treatment services to severely mentally ill Contra Costa adults. The current contract allows for reimbursement at the rate of$160 per day, per client. This request for a retroactive contract does not increase the overall payment limit, it increases the day rate at which we can reimburse CPT for services. This rate change is pursuant to a clinical finding that two individuals recently placed at CPT require a higher level of care and are receiving additional specialized rehabilitative services. These services warrant a higher rate of reimbursement, and approval of this contract will allow the Division to maintain these two clients at this level of care, rather than a more costly higher levet of care. BENEFIT TO CONTRA COSTA COUNTY: Approval of this retroactive contract will allow the Division to maintain these two Contra Costa County residents in the least restrictive level of care possible. AUTHORIZATION OF SERVICES: These services were requested/authorized by the Adult Program Chief, who is granted this authority by the Mental Health Director, pursuant to the California Welfare and Institutions Code, under the Bronzon-McCorquodale Act,W&I Code, Section 5608. Education Pupils (SEP) for Individualized Education Plan (IEP) required services under AD3632 . Approval of Contract #74-146-1 will allow the Contractor to continue providing services through June 30, 2003 . FISCAL IMPACT: This Contract is funded 29% by Federal Medi-Cal, 61% by State EPSDT, and 10% Employment and Human Services Department (EHSD) .
