RECOMENDED ACT ON:
Approve and authorize the Health Services Director, or his designee (Donna
Wigand) , to execute on behalf of the County, Contract #74-108-46 with
Margaret Grimley , M.D. in an amount not to exceed $50, 000 , for the period
from July 1, 2002 through June 30, 2003 , to provide Medi-Cal mental health
specialty services .
FISCAL IMPACT:
This Contract is funded by State and Federal FFP Medi-Cal Funds .
BAC KCYROLT /REASON(S) FO RECOMMEND TION(S) :
On January 14 , 1997, the Board of Supervisors adopted Resolution #97/17,
authorizing the Health Services Director to contract with the State
Department of Mental Health to assume responsibility for Medi-Cal mental
health specialty services . Responsibility for outpatient mental health
specialty services involves contracts with individual, group and
organizational providers to deliver these services .
Approval of Contrast #74-108-46 will allow the Contractor to provide Medi-
Cal mental health specialty services, through June 30, 2003 .

EC("MMENDATION(S) :Approve and authorize the Health Services Director, or his designee
(Chuck Deutschman) to execute on behalf of the County, Novation
Contract #24-873-11 with Bi--Rett Corporation, in an amount not to
exceed $207, 447, to provide detoxification services at the East
County Community Detoxification Center, for the period from July 1,
2002 ta.hrough. June 30, 2003 . This Contract includes a six-month
automatic extension through December 31, 2003, in an amount not to
exceed $103 , 724 .
FISCAL IMPACT:
This Contract is 2996 Federally funded, 48% State funded, and 23%
County funded.
BACKGROUND/REAS M(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of the County' s population in
that addicted individuals are provided the opportunity to recover
from the effects of alcohol and other drug use and become self
sufficient individuals who can contribute to their families and
communities as clean and sober individuals .
On January 8 , 2002 , the Board of Supervisors approved Novation
Contract ##24-873-10 with Bi-Kett Corporation, for the period from
July 1, 2001 through June 30, 2002 (which included a six-month
automatic extension through December 31, 2002) for the provision of
detoxification services at its East County Community Detoxication
Center.
Approval of Novation Contract #24- 873-11 replaces the six-month
automatic extension under the prior Contract, and allows the
Contractor to continue providing services through June 30, 2003 .

RECOMMENDATION{S) :
Approve and authorize the Health Services Director, or his designee
(Chuck Deutschman) to execute on behalf of the County, Novation
Contract #24-814-10 with Bi-Bett Corporation, in an amount not to
exceed. $17, 537, to provide vocational training program services to
support recovery of :substance abuse treatment clients, for the
period from July 1, 2002 through June 30, 2003 . This Contract
includes a six-month automatic extension through December 31, 2003 ,
in an amount not to exceed $8 , 769 .
FISCAL IMPACT:
This Contract is County funded. This Contract includes a six-month
automatic extension, which will result in a cumulative total in
excess of $25, 000, and therefore, Board of Supervisors approval is
required.

Can December 18 , 2001, the Board of Supervisors approved Novation
Contract #24-814-9 for the period from July 1, 2001 through June 30,
2002 with Bi-Rett Corporation (which included a six-month automatic
extension through December 31, 2002) to provide a vocational
training program at its Diablo Valley Ranch facility.
Approval of Novation Contract #24-814-10 will replace the six-month
automatic extension under the prior contract, and allows the
Contractor to continue providing services through June 30, 2003 .

(Donna Wigand) to execute on behalf of the County, Intercounty
Services Contract #24-583-8 with Alameda County, as host County, for
Contra Costa County' s participation in the Regional Neuro-Behavioral
Care Program to provide Skilled Nursing Facility (SRIF) care and
programs for County' s Organic Brain Syndrome (CABS) , traumatic brain
injured, and medically debilitated patients, in an amount not to
exceed $274, 759 for Fiscal Year 2001-2002 .
FISCAL IMPACT
This Contract is included in the Department ' s Fiscal Year 2001-2002
Budget and is funded by savings generated from the County' s
reduction of client placements at State Hospitals.
BACKGROUN r/REAS0N i S FOR RECOMMENDATION(S) :
On December 19, 2000, the Board of Supervisors approved Contract
#24-583-7 for Fiscal Year 2000-2001, with Alameda County, as host
County and the Guardian Foundation as the service provider, for
Contra Costa County' s participation in the Regional Neuro-Behavioral
Care Program, as an alternative to State hospital placement, to
provide Skilled Nursing Facility (SNF) care and programs for this
County' s Organic Brain Syndrome (OBS) , traumatic brain injured, and
medically debilitated patients.
Approval. of Contract #24-583-8 will, continue Contra Costa County' s
participation in this collaborative effort among the counties to
reduce usage of high-cost State Hospital beds, through June 30,
2002 .

Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-872-14 with Bi-sett Corporation,
a non-profit corporation, in an amount not to exceed $233,849, to provide perinatal and
residential treatment services for women at Wollam House, for the period from July 1, 2002
through June 30, 2003. This Contract includes a six-month automatic extension through
December 31, 2003, in an amount not to exceed $116, 925.

This Contract is 87.6W Federally funded, and 12.4 County Funds.
,CCH ITLDREN'S_ IMPAC STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are
Safe, Stable, and Nurturing" community outcome by providing parenting education, stability,
and safety for mothers (and their children) and pregnant women who are alcohol and drug
dependent, whale they are in substance abuse treatment. Expected outcomes include delivery
of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the
number of relapses, and creation of a sober social network.
SACKGROIM/REASON(S) FOR REE NKENDAM={S)
This Contract meets the social needs of County's population in that it provides family-
centered alcohol and drug treatment services to pregnant and parenting women, in order to
prevent perinatal substance abuse and improve birth outcomes.
On December 18, 2001, the Board of Supervisors approved Novation Contract #24- 872-13 with
Bi-Rett Corporation, for the period from July 1, 2001 through June 30, 2002 (which included
a six-month automatic extension through December 31, 2002) for the provision of perinatal
and residential treatment services for women at its Wollam House.
Approval of Novation Contract #24-872-14 replaces the six-month automatic extension under
the prior contract, and allows the Contractor to continue providing services through June
30, 2003.
