SUBJECT: TWO-YEAR LEASE RENEWAL, MARTINEZ POLICE ACTIVITIES LEAGUE (PAL)
SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
APPROVE two-year Lease Renewal for the Martinez Police Activities League (PAL) and
AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to enter into a
two-year Lease Renewal for use of the building at 2910 Terrace Way, Unit 40, Martinez, California.
Il. FINANCIAL IMPACT:
The Martinez Police Activities League, a non-profit corporation, shall pay to the Housing Authority
an annual rental of One and no/100 Dollars ($1.00) payable in advance on the first day of July during the
term and each extension of this Lease.
Ill. REASONS FOR RECOMMENDATION/BACKGROUND:
In order to provide community services to the youth of the City of Martinez, the Martinez Police
Activities League uses the property at 2910 Terrace Way, Unit 40, Alhambra Terrace Development in
Martinez to operate the PAL program which includes recreation activities, computer learning programs
and drug awareness and prevention programs. The residents of Alhambra Terrace use the PAL Center
programs. This Lease Renewal shall be in effect for the term of two (2) years commencing July 1, 2002
and ending June 30, 2004. This Lease has been in effect since July 1, 1999.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to authorize the Executive Director to enter into the
two-year Lease Renewal with the Martinez Police Activities League (PAL), the services provided to the
City's youth and residents of Alhambra Terrace may no longer be available, and this would be a detriment
to the community, as well as to the development.

RENEWAL OF LEASE
THIS SUPPLEMENTAL AGREEMENT made and entered into this Ist day
of July 2002 , by and between the HOUSING AUTHORITY OF THE
COUNTY OF CONTRA COSTA, hereinafter referred to as the "Authority",
and MARTINEZ POLICE ACTIVITIES LEAGUE (PALS, hereinafter to be referred
to as the "Lessee":
WITNESSETH:
WHEREAS, by lease agreement between the parties hereto, dated
July 1, 1999,the Authority leased to Lessee the right and privilege of occupying space
in the Alhambra Terrace, Unit 40 at CAL 11-I 2910 Terrace Way,Martinez, CA , of
the Authority; and
WHEREAS, the Lessee desires and the Authority is willing to exercise an
option to this Lease for a two (2) year terra extension.
NOW, THEREFORE, the Authority, for and in consideration of the
promises and covenants in the aforesaid lease and other valuable consideration,
the receipt of which is hereby acknowledged, hereby agrees that said lease shall
be, and it hereby is, renewed beginning JULY 1, 2002 through JUNE 30, 2004.
The Lessee hereby covenants and agrees that during the course of the renewal
period the Lessee shall perform and be bound by all of the covenants and conditions
contained in said lease agreement of ,DULY 1, 1999. Effective July 1, 2002, the Lessee
agrees to the following modification under the Section A Provision: A.9:
Maintenance Repairs: i. Lessee shall keep and maintain the landscaping and
sprinkler system in good order, condition and repair.
IN WITNESS 'WHEREOF, the parties have set their hands the day and
year first hereinabove set forth.
