SUBJECT: Approval of Contract 474-1.44-3 with Ujima Family Recovery Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS) :
Approve and authorize the Health Services Director, or his designee (Chuck
Deutschman) to execute on behalf of the County, Contract #74-1.44-3 with
Ujima Family Recovery Services, in an amount not to exceed $131, 958, to
provide residential substance abuse treatment services for pregnant and/or
parenting women, and their children, for the period from July 1., 2002
through December 31, 2002 .
FISCAL IMPACT:
This Contract is funded by State Prop 10 funds through the Contra Costa
Children and Families Commission.
CHILDREN'S IMPACT STATEMENT:
This Prop 10 program supports the Board of Supervisors ' "Families that are
Safe, Stable, and Nurturing" community outcome by providing parenting
education, stability, and safety for mothers (and their children) and
pregnant women who are alcohol and drug dependent, while they are in
substance abuse treatment. Expected outcomes include delivery of drug--free
babies, decreased use of alcohol, tobacco and other drugs, reduction in the
number of relapses, and creation of a sober social network.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that it
provides family--centered alcohol and drug treatment services to pregnant and
parenting women, in order to prevent perinatal substance abuse and maintain
appropriate family relationships .
On November 6, 2001, the Board of Supervisors approved Contract #74-144 (as
amended by Contract Amendment Agreements #74-144-1 and #74-144-2) with Ujima
Family Recovery Services, for the period from October 15, 2001 through June
30, 2002, for the provision of residential substance abuse treatment
services for pregnant and/or parenting women, and their children.
Approval. of Contract #74-144-3 will allow the Contractor to continue
providing services through December 31, 2002 .

SUBJECT: Approval of Contract #74--060-5 with STAND! Against Domes ac Violence
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION S) :
Approve and authorize the Health Services Director, or his designee
(Chuck Deutschman) to execute on behalf of the County, Contract
#74-060-5 with STAND! Against Domestic Violence, in an amount not
to exceed $91, 925, to provide domestic violence counseling services,
for the period from July 1, 2002 through June 30, 2003 . This
Contract includes a six-month automatic extension through December
31, 2003 in an amount not to exceed $45, 96.3 .
FISCAL IMPACT:
This Contract is 100% funded by State prop 10 and. CalWORKs funds .
BACKGROUND/REASON(S) FOS RECOMMENDATI ONI S) :
This Contract meets the social needs of County' s population in that
it provides intake, crisis intervention, and counseling services for
substance abusing and/or mentally ill participants in the State prop
10 or CalWORKs programs, who have also experienced domestic
violence, to help eliminate barriers to employment .
On December 4, 2001, the Board of Supervisors approved Novation
Contract #74-060-4 with STAND! .Against Domestic Violence, for the
period from July 1, 2001 through June 30, 2002 for the prevision of
program development, technical assistance, and training to SAMHWorks
providers, and domestic violence services to CalWORKs clients.
Approval of Contract #74-060-5 will allow the Contractor to continue
providing services through June 30, 2003 .

Neighborhood House of North richmond, Inc .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee
(Chuck Deutschman) to execute on behalf of the County, Novation
Contract #24-723-54 with Neighborhood House of North richmond, Inc . ,
in an amount not to exceed $519, 848, to provide substance abuse
detoxification and residential treatment program services, for the
period from July 1, 2002 through June 30, 2003 . This Contract
includes a six-month automatic extension through December 31, 2003 ,
in an amount not to exceed $259, 924 .
FISCAL IMPACT:
This Contract is funded 53 . 4% by Federal SAPT Block Grant funds and
45 . 6% by County Funds .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of the County' s population in
that addicted residents, 18 years of age and older, are provided the
opportunity to recover from the effects of alcohol and other drug
use, become self sufficient, and to contribute to their families and
communities as clean and sober individuals .
On December 4 , 2001, the Board of Supervisors approved Novation
Contract #24-723-52 (as amended by Contract Amendment Agreement
#24-723-53) for the period from July 1, 2001 through June 30, 2002
(which included a six-month automatic extension through December 31,
2002) for the provision of substance abuse detoxification and
residential treatment program services .
Approval of Novation Contract #24-723-54 replaces the six-month
automatic extension under the prior Contract and allows the
Contractor to continue providing services, through June 30, 2003 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the County, Contract
Extension Agreement #22-793-1 with STAND! Against Domestic Violence,
effective June 30, 2002 , to extend the term of the Agreement from
June 30, 2002 through June 30, 2003, with no change in the original
Contract Payment Limit of $35, 000 .
FISCAL IMPACT:
None . This Contract is funded by County' s Zero Tolerance Health
Initiative.
BACKGROUND/�SON(S) FOR RECOMMENDATION(S) :
On June 5 , 2001, the Board of Supervisors approved Contract #22-793
with STAND! Against Domestic Violence, for the period from April 1,
2001 through June 30, 2002 , for the provision of consultation and
technical assistance to the Department with regard to County' s
Family Violence Prevention Project, including implementation of
training for County' s M.D. residents at Contra Costa Regional
Medical Center on how best to work with survivors of domestic
violence .
Approval of Contract Extension Agreement #22-793-1 will allow the
Contractor to continue providing services through June 30, 2003 .

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Jeff
Smith, M.D. ) , to execute on behalf of the County, Contract Amendment
Agreement #26--350-7, with Merritt, Hawkins & Associates, effective July 1.5,
2002, to amend Contract #26-350-4 (as amended by Contract Amendment
Agreements #26350-5 and #26-350-6) , to increase the total Contract Payment
Limit by $120, 000 from $105, 000 to a new total payment of $225, 000 .
FINANCIAL IMPACT:
Funding for this Contract is included in the Health Services Department ' s
Enterprise I Budget .
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On August 7, 2001, the Board of Supervisors approved Contact #26-350-4 (as
amended by Contract Amendment Agreements #26-350--5 and #26-350-6) with
Merritt, Hawkins, and Associates, for the period from July 1, 2001 through
June 30, 2003, to recruit and refer to the Department qualified physician
candidates whom County may hire as specialist to provide inpatient
psychiatry services for Contra Costa Regional Medical Center.
Approval of Contract Amendment Agreement #26-350-7 will allow Contractor to
provide additional recruitment services through June 30, 2003 .
