(dba Idaho Apartments Association) SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Donna M. Wigand) to execute on behalf of the County, Contract 24-681-41 (3) with Rubicon Programs, Inc. , (dba Idaho Apartments Association) , a Non-profit Corporation, for the period from April 1, 2002 through March 31, 2003 , in an amount not to exceed $28, 800, for the provision of augmented board and care services for County- referred mentally disordered clients . FISCAL IMPACT: This Contract is 100%s funded. by Mental Health Realignment . BACKGROUND/REASON(S),.- FOR RECOMMENDATION(S) : On April 24, 2001, the Board of Supervisors approved Contract #24-681-41 (2) with Rubicon Programs, Inc. (dba Idaho Apartments Association) , for the period from April 1, 2001 through March 31, 2002 , for the provision of Augmented Residential Board and Care services . The Department ' s residential support program, called Supported Adult Group Enterprises (S.A.G.E. ) provides Augmented Board and Care Services designed to meet the needs of the seriously persistently mentally ill (SPMI) adults, who currently reside in locked facilities and state hospitals . Rubicon Programs, Inc. (dba Idaho Apartments Association) is one of the few board and care facilities that was able to meet the S .A.G.E. Program requirements and provide permanent housing with on-site support that allows mental health consumers to fully integrate into the larger community. Barnard, M.D. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECObOl=ATION(S) : Approve and authorize the Health Services Director, or his designee, (Jeff Smith, M.D. ) to execute on behalf of the County, Contract Amendment Agreement #26-979--1 with William M. Barnard, M.D. , effective August 1, 2002, to amend Contract #26-979, to modify the Payment Provision to increase the total Contract Payment Limit by $57, 8001 from $549, 500 to a new total payment limit of $607, 300 . FISCAL IMPACT: This Contract is funded by Enterprise I Budget . Cost to the County depends upon utilization. As appropriate, patients and/or third party payors will be billed for services . EACKGROUNA/REASON(S) FOR RECOMMENDATIONS : On December 12 , 2000, the Board of Supervisors approved Contract #26-979 with Dr. William M. Barnard, to provide administrative and psychiatric services and act as the Inpatient Psychiatric Clinical Director for Contra Costa Regional Medical and Contra Costa Health Centers, for the period from January 1, 2002 through December 31, 2003 . Approval of Contract Amendment Agreement #26-979-1 will allow Contractor to provide additional psychiatric services, including clinical on-call coverage services for Direct Patient Care services, through December 31, 2003 . FISCAL IMPACT: This Contract is funded 51 .4% by Federal Medi-Cal (FFP) Revenue and 48 . 6% by State EPSDT funds. CHILDREN t 5 IMPACT STATEMENT: This Mental Health Program will support the following Board of Supervisors , community outcomes : "Children Ready For and Succeeding in School" , "Families that are Safe, Stable, and Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes include an increase in positive social and emotional development as measured by the Child. and Adolescent Functional .Assessment Scale (CAFAS) and placement at discharge at a lower level of care . BACKGROUND/REASON(S) FOR, RECOMMENDATICIN(S) : This Contract meets the social needs of County' s population in that it provides Juvenile Court-mandated intensive day treatment, mental health services, and medication support for SED children with emotional and behavioral problems to keep these children in the community and out of State hospitals. On March 5, 2002, the Board of 'Supervisors approved Contract #74-164 with Sunny Hills Children' s Garden, for the period from December 15, 2001 through June 30, 2002 , for the provision of an Intensive Day Treatment program for Seriously Emotionally Disturbed (SED) children. FISCAL IMPACT: This Contract is funded by State Prop 10 funds through the Contra Costa Children and Families Commission. CHILDREN' IMPACT STATEMENT: This Prep 10 program supports the following Board of Supervisors ' community outcomes : "Children Ready For and Succeeding in School" and. "Families that are Safe, Stable, and Nurturing" . Expected program outcomes include an increase in positive social and emotional development, as measured by the Child and. Adolescent Functional Assessment Scale (CAFAS) and a decreased use of acute mental health care. BACKGROUND/REASON(S) F OR RECOMMENDATION( ) : This Contract meets the social needs of County' s population in that it provides screening and early intervention mental health services to at-risk and special-needs children of women who are in the Child Welfare System, and who are receiving substance abuse treatment services in West County. On February 5, 2002 , the Board of Supervisors approved Contract #74-160 (as amended by Contract Amendment Agreement #74-160-1) with Early Childhood Mental Health, for the period from January 15, 2002 through June 30, 2002, for the provision of early intervention mental health services to children of parenting and pregnant women in the Child Welfare System. Approval of Contract ##74-160-2 will allow the Contractor to continue providing services through December 31, 2002 . S . , Inc. ` SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Contract #74-145--1 with S .T.A.R. S. , Inc. , in an amount not to exceed $151, 820, to provide Therapeutic Behavioral Services (TBS) to County referred clients ages 0-21 years of age, for the period from July 1, 2002 through June 30, 2003 . FISCAL IMPACT: This Contract is 51% Federal FFP Medi-Cal Funded and 49°s State EPSDT funded. CHILDREN'S IMPACT STATEMENT: This TBS Program supports the following Board of Supervisors community outcomes : "Children ready for and succeeding in school" ; "Families that are safe, stable, nurturing" ; and "Communities that are safe and provide a high quality of life for children and families" . Expected outcomes include all goals identified by Children' s Statewide System of Care guidelines including an increase in positive social and emotional development as measured by the Child and Adolescent Functional .Assessment Scale (CAFAS) ; an increase in family satisfaction - as measured by the Parent Satisfaction, Survey; and placement at discharge to a lower level of care. BACKGRGUNDIREASON(S) FOR RECOMMENDATION(S) : The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and Treatment (EPSDT) Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. On December 11, 2001, the Board of Supervisors approved Contract #74-145 with S .T.A.R.S . , Inc . for the period from September 25, 2001 through June 30, 2002 for the provision of TBS services . Approval of Contract 474-145-1 will allow the Contractor to continue providing services through June 30, 2003 .
