SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&'BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S_)_:
Approve and authorize the Health Services Director, or his designee (Kathryn
Grazzini) to execute on behalf of the County, Contract #25-260-10 with Preferred
Staffing, Inc . , in an amount not to exceed $200, 000, for the period from August
1, 2002 through July 31, 2003, for the provision of nursing registry services
at Contra Costa Regional Medical Center and Contra Costa Health Centers .
FISCAL IMPACT:
This Contract is funded by in the Health Services Department Enterprise I
budget .
BACKOROUND/REASON(S) FOR RECOMMENDATIONS) :
For several years the County has contracted with nursing registries to provide
temporary licensed nursing personnel to assist Contra Costa Regional Medical
Center and the Contra Costa Health Centers during peak loads, temporary
absences, and emergency situations . There continues to be a nationwide nursing
shortage, and in spite of persistent efforts to recruit nurses, the Department
has experienced difficulty in filling vacant positions . Therefore, the
Department has had to rely heavily on the registry services in order to provide
quality nursing care for patients.
On July 24 , 2001, the Board of Supervisors approved Contract #26-260-8 (as
amended by Contract Amendment Agreement #26-250-9) with Preferred Staffing,
Inc . , for the period from August 1, 2001 through July 31, 2002 , for the
provision of nursing registry services at Contra Costa Regional Medical Center
and Contra Costa Health Centers .
Approval of Contract #26-250-10 will allow Contractor to provide additional
registry services through July 31, 2003 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee
(Donna Wigand, L.C.S.W. ) to execute on behalf of the County,
Contract ##24-879-8 with Recovery Management Services, Inc. , in an
amount not to exceed $83 , 559, for the period from July 1, 2002
through June 30, 2003 , to provide Transitional Residential Program
Services for the Conditional Release Program (CONREP) .
FISCAL IMPACT:
This Contract is 100k State funded. No County funds are required.
BACXgROUND/REASO (S 1 FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that
it assists judicially committed patients discharged from State
hospitals to integrate safely and successfully into the local
community.
On September 25, 2001, the Board of Supervisors approved Contract
##24-879-7 with Recovery Management Services, Inc. , for the period
from July 1, 2001 through June 30, 2002, for the provision of
Transitional Residential Program services for the Conditional
Release Program (CONFtEP) .
Approval of Contract ##24-879-8 will allow the Contractor to continue
providing services, through June 30 , 2003 .

RECOMMENDATION(S)_:
Approve and authorize the Health Services Director, or his designee
(Donna Wigand) to execute on behalf of the County, Contract
#74-1.15-3 with Desarrollo Familiar, Inc. , in an amount not to exceed
$1.1.9, 031., for the period from July 1, 2002 through June 30, 2003,
to provide mental health services for Spanish-speaking recipients
of the CalWORKs Program. This Contract includes a six-month
automatic extension through December 31, 2003 , in an amount not to
exceed $59, 516 .
FISCAL IMPACT:
This Contract is 1.006 funded by the State CalWORKs through the
Employment and Human Services Department .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
In August 2997, the State of California Legislature passed Assembly
Bill. 2542 which brought major changes to the welfare programs
previously operated by the State. Among the changes was a provision
which required treatment of substance abuse and mental illnesses of
Welfare-to-Work participants, when these conditions interfere with
participation in Welfare-to-Work activities. Subsequently, the
County' s Employment and Human Services Department and Health
Services Department signed an Interdepartmental Services Agreement
(##21.-427) which allowed the Health Services Department to provide
substance abuse and mental health services to Welfare-to-Work
participants referred by the Employment and Human Services
Department .
On October 2, 2001, The Board of Supervisors approved Contract
#74-115-1 (as amended by Contract Amendment Agreement #74-115-2) ,
with Desarrollo Familiar, Inc . , for the period from July 1, 2001
through June 30, 2002 , for the provision of mental health services,
including individual, group and family collateral counseling, case
management, and medication management services for Spanish-speaking
CalWORKs participants to reduce barriers to employment .
Approval of Contract ##74-115-3 will allow the Contractor to continue
to provide services through June 30, 2003 .

Wigand) to execute on behalf of the County, Contract #74-142-1 with SenecA
Residential and. Day Treatment Center, Inc. , in an amount not to exceed
$2, 551, 900, to provide residential intensive day treatment services at
County' s Oak Grave Community Treatment Facility, for the period from July
1, 2002 through June 30, 2003 .

CHILDREN'S IMPACT STAUMNT:
This Mental Health Program supports the following Beard of Supervisors '
community outcomes : "Children Ready For and Succeeding in School" ;
"Families that are Safe, Stable, and Nurturing" ; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) .
BACKGROIM f REASON(S) FOR RECOMMEMATION f S 3 :
This Contract meets the social needs of County' s papulation in that it
provides a multi-disciplinary treatment program as an alternative to
hospitalization for minors who need active psychiatric treatment for acute
mental, emotional or behavioral disorders.
On October 16, 2001, the Board of Supervisors approved Contract #74-142 with
Seneca Residential and Day Treatment Center, Inc. , to provide intensive day
treatment, mental health services, medication support, and crisis & case
management services for County-referred miners at County' s Oak Grove
Community Treatment Facility.
Approval of Contract #74-142-1 will allow Contractor to continue to provide
services through June 30, 2003 .

Approve and authorize the Health Services Director, or his designee
(Jeff Smith, M.D. ) , to execute on behalf of the County, Contract
Amendment Agreement #26-294-7 with Staff Care, Inc . , a Corporation,
effective August 1, 2002, to amend Contract #26-294-5 (as amended by
Contract Amendment Agreement #26-294-6) , with no increase to the
original Contract Payment Limit of $225, 000 .
FISCAL IMPACT:
Funding for this contract is included in the Health Services
Department Enterprise I budget . As appropriate, patients and/or
third-party payors will be billed for services .
HACKGRouND REASON(S) FOR RECOMMENDATION(S)
For many years the County has contracted with registries to provide
temporary qualified personnel to assist the Department during peak
work loads, temporary absences and emergency situations .
On December 18, 2001, the Board of Supervisors approved Contract
#26-294-5 (as amended by Contract Amendment Agreement #26294-6)
with Staff Care, Inc. , for the period from January 1, 2002 through
December 31, 2002, to provide locum tenens physicians to work as
temporary employees to provide vacation, sick leave, and extended
leave relief for County-employed physicians at Contra Costa Regional
Medical Center and Contra Costa Health Centers .
Approval of Contract Amendment Agreement #26--294--7 will allow the
Contractor to provide an additional level of services, to include
the specialty of Radiology services, through December 31, 2002 .
