SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff, or designee, to amend the contract with Jeanete
Biasotti, Ph.D., d.b.a. Quantum Leap, to extend the term of the contract to August 31, 2002,
and increase the payment limit by $15,900.00, for a total amount not to exceed $50,393.00.
Il. FINANCIAL IMPACT:
NONE. Funds for professional development are included in the Sheriffs budget.
Ill. BACKGROUNDIREASON S FOR RECOMMENDATIONS :
The Leadership Development Program created and presented by Dr. Biesotti is intended
to develop internal leadership and build a successful, effective and efficient organizational
culture. The program is customized for specific application to the Office of the Sheriff and
brings the best practices models from effective leaders into the everyday operations of the
divisions.

SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to EXECUTE contract with the University of California, Davis (#21-099-13) in the amount of
$129,800 for staff development training, for the period from July 1, 2002 through June 30,
2003.

RECOMMENDED ACTION!
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE
contracts with the University of California, Davis (#21-099-13) in the amount of$129,800 for staff
development training, for the period from July 1, 2002 through June 30, 2003.
FINANCIAL IMPACT:
No County cost: Title 1V E funds support the Child Welfare training(100%Federal); Federal TANF Single
Allocation funds the Eligibility Worker and Employment Services training (also 100%Federal). Total
University of California in-kind contributions equal $29,725.
CHILDRF•N'S IMPACT STATEMENT!
Staff development training supports three Contra Costa County community outcomes: "Families that are
Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing", and "Communities that are Safe
and Provide a High (duality of Life for Children and Families," Through this training, case managers will be
better able to connect CaIWO Ks participants with job training and opportunities; child welfare can improve
supportive intervention and prevention services for families at risk of child abuse; and the County's adult
population will benefit from enhanced responsiveness of adult services workers.
RACKGROUNM
Training provided by UC Davis to EHSD meets state regulations that allow public institutions of higher
education to provide in-kind match funding equal to the California Welfare Department's share of costs,
resulting in no expense to the County.
EHSD will continue training with UC Davis extension through three related agreements for a total commitment
of$129,800. Contract will address EHSD training needs in three areas: Employment Services ($37,000), Child
Welfare ($43,500), and Eligibility Worker training($49,300).

designee, on behalf of the Workforce Development Board, to AMEND and EXTEND contract
(#18-020-2) with the Oakland Private Industry Council, Inc. (OPIC) to act as contracting and pay
agent for training vendor services by increasing the payment limit by $900,000 from $450,000 to
a new payment limit of$1,350,000 and by extending the term to June 30, 2003.

increasing the payment limit by $900,000 from $450,000 to a neer payment limit of $1,350,000 and by
extending the term to June 30, 2003.
$1,350,000; 100% Federal Workforce Investment Act funds.

This action will directly support the third outcome, "Families that are Economically Self-Sufficient". The
Contractor will act as contracting and pay agent for training vendors who will provide job training and skills
upgrades to Employment and Human Services Department clients.
RA['KCRO TNBD:
In Spring 2000, the EASTBAY Works consortium, of which the Workforce Development Board of Contra
Costa (WDB) is a member, elected Oakland Private Industry Council, Inc. (OPIC), a member organization,
to serve as procurement and pay agent for training vendors on behalf of all EASTBAY Works partner
agencies. This action will authorize the Department to continue to contract with OPIC to serve as the
County's contract and pay agent with vendors who provide training services to our clients.
The increase in funding and the contract terra extention is due to the increased demand for occupational
training and subsidized employment. The WDB approved the allocation for this contract at its May 20, 2002
meeting. r'

RECOMMENDED ACTION-
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a

services for the Heritage Project, for the period from July 1, 2002 through June 30, 2003.

CHILDREN'S IMPACT STATEMENT-
Respite services support four of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families
that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families." Respite services may be used during times of crisis when a caregiver needs to be
away from home or when parents or relative caregivers must pursue other activities that temporarily take
them away from children whose special needs require ongoing care.

This contract will allow Family Support Services of the Bay Area (FSSBA) to continue respite services for
foster parents or relative caregivers of drug-exposed and medically fragile children under three years of age
with special needs. FSSBA supports foster care providers throughout Contra Costa County, with respite
services available 24-hours a day, seven days a week.

Inc.for storage and distribution of food stamps from September 30, 2002 to

RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to EXTEND contract (21-356-2) with California Check Cashing Stores, Inc. for storage
and distribution of food stamps from September 30, 2002 to March 31, 2003 with no
change in payment limit.
FISCAL IMPACT:
No additional costs. County costs are 15%, $144,900; State funds are 35%, $338,100;
Federal funds are 50%, $483,000.
BACKGROUND:
California Check Cashing Stores, Inc. and the Employment & Human Services Department
provide a system of Food Stamp Coupon redemption centers throughout the County to
implement the Federal Food Stamp Act of 1977 as amended. California Check Cashing
Stores, Inc. provides this service in Contra Costa County and three other counties with an
exemplary record of client service, security, and accountability.
The Contractor is paid on the basis of the number of Authorization to Participants (ATPS)
converted to Food Stamps. The cost per transaction was established via a competitive
process andis comparable to Food Stamp transaction costs in other counties.
Extension of this contract will enable this service to be provided until Food Stamps in their
current form are phased into the Department's Electronic Bene Transfer program.
