SUBJECT: Authorization to submit application and receive C
funding from the Department of Housing and Urban Development to
support the FERST multi-service centers for homeless individuals and
families for FY 03-04. . . &'71-,A-
SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
A. Approve and Authorize the Director of Health Services Department or his designee to
execute and transmit an application along with the necessary certifications and assurances
to the Department of Housing and Urban Development (HUD) McKinney-Vento Continuum
of Care Homeless Assistance funding to support the services and operations of the FERST
multi-service centers for individuals and families.
B. Authorize the Director of Health Services Department or his designee, if awarded funding,
to accept up to $298,547 in HUD McKinney-Vento funding and enter into contract with
HUD to perform all responsibilities in relation to receipt of the funding and contracted
provisions for the operations of the FERST multi-service centers.
FISCAL IMPACT:
I he funding requested of HUD will help to continue basic needs, counseling, and
information and referrals services for families and individuals throughout the County. The
20% match requirement will be met in-kind through Homeless Program projects that are
currently appropriated. No additional County funds required.
BACKGROUND:
The FERST program is critical to meeting the County's need for multi-service center (MSC)
entry points into the Continuum of Care. Originally awarded HUD McKinney-Vento funding in
1997 with St. Vincent de Paul, it became a project of the County Homeless program May 31,
2001.

RECOMMENDED ACTIC3N:
Approve and authorize the Health Services Director or his designee
(Jeff Smith, M.D. ) , to execute on behalf of the County, Coordinated
Services Agreement #29-654-7 with Planned Parenthood: Shasta-Diablo,
for 'the period from August 1, 2002 through July 31, 2003 , for the
provision of coordinated obstetrical services for clients receiving
prenatal services through Planned Parenthood: Shasta-Diablo.
FI SCAI,_IMPACT:
The County incurs no financial obligation to the Agency under this
Agreement . The County will bill Medi-Cal or other third-party payors
for ' inpatient obstetrical services provided to Planned Parenthood
clients . Planned Parenthood will pay the County $81 . 00 per hour, for
outpatient Consultation and evaluation services provided to their
Clients by a County Staff Physician and $27 . 00 per hour, for services
provided to their clients by a County Resident Physician.
BACKGROUND/REASON(S) FOR. RECOMMENDATION(S) :
The purpose of this agreement is to increase access to early and
Consistent prenatal care for low-income women in Contra Costa County.
This agreement describes the areas of cooperation between Planned
Parenthood and the County and specifies the responsibilities of each
party in providing coordinated prenatal, delivery, and post-partum
services .
Planned Parenthood will provide routine prenatal care to clients
through the 35th week of pregnancy under the supervision of a Board
certified California-licensed obstetrician/gynecologist . High-risk
clients will be immediately transferred to County for prenatal care
and will become participants in the County' s Healthy Start Program.
Conga Costa Regional Medical Center will provide prenatal care
beginning with the 36th week of pregnancy and will provide labor and
delivery obstetrical services .
Under Contract 429--654-7, the Department will be reimbursed for out-
patient consultation and evaluation services requested by Planned
Parenthood through July 31, 2003 .

RECOMMENDATION IS):
APPROVE and AUTHORIZE the Community Services Director or designee to
execute and submit State Standard Agreement GRPM-1014 (County #39-858-1)
for one time facilities renovation and repair at Lake Children's Center with the
CaliforniaDepartment of Education in the amount of $94,999 for the period from
June 1, 2002 through June 30, 2004.
FINANCIAL IMPACT:
Funded through the California Department of Education. Funding from this
Agreement will be added to the Community Services Department's budget via an
appropriation adjustment. There is no net County cast to these contracts.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Program supports two
of Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, and health to low-income children throughout
Centra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Labe Children's Center is located on the Lake Elementary School campus in San
Pablo, which is one of the greatest areas in need of quality childcare in West
Contra Costa County. The 4-classroom facility, which houses 120 children,
remains fully enrolled and maintains a regular waiting list year-round. The building
is a re-locatable portable that houses four classrooms consisting of GCTR and
CPRE eligible children. Many of the families have children at the Elementary
School as well as the Childcare site. The portable building, constructed in the
1980's, has had little repair over the past thirty years and the constant use has led
to serious health and safety hazards.
Approval of this contract will allow for roof, winnow, window coverings, floor, and
ceiling repair, as well as mold abatement.

Family Preservation and Support Program. (FPSP) provides community-based services, which strengthen
families and communities and prevent child abuse and neglect. Designed to support families and prevent
entry into the child welfare system, EPSP provides multilingual services to clients who demonstrate the
highest levels of poverty, unemployment, child abuse and neglect.
The Center for Human Development is increasing the Teen Center services to assist families in North
Richmond to create a safe, stable, and nurturing environment and prevent t of home placement.
