(District 11) RC-02-11 IT IS BY THE BOARD RESOLVED that permission is granted to Zion Hill Baptist Church to fully close Pinole Avenue, except for emergency traffic, on August 10, 2002 for the period of 11:00 a.m. through 4:00 p.m. subject to the following conditions: I. Traffic will be detoured via neighboring streets. 2. All signing;to be in accordance with the State of California Manual of"Traffic Controls. 3. Zion Hill Baptist Church shall comply with the requirements of the Ordinance Code of Contra Costa County. 4. Have on file with the County Public Works Department at the Application and Permit Center a Certificate of Insurance in the amount of$1,000,000 for Comprehensive General Public Liability which names the County as an additional insured. 5. The project will provide a clearly delineated path that will tie pedestrian access from Tice Valley Boulevard into the Lafayette-Moraga Regional Trail path at the enol.of Olympic Boulevard. IV. Location: The project is located along Olympic Boulevard between Pleasant Hill Road and Tice Valley Boulevard (Figures 1-3) in the central County area near Walnut Creek. 2. Project Description: The project consists of constructing a 5-foot wide asphalt concrete pedestrian path along the shoulder of Olympic Boulevard between Pleasant Hill Road and Tice Valley Boulevard.The project is intended to provide a clearly delineated path that will tie pedestrian access from Tice Valley Boulevard into the Lafayette-Moraga Regional Trail path at the end of Olympic Boulevard. As a component of the project,an existing guardrail that is no longer necessary may be removed. The guardrail is unnecessary because drainage improvements implemented along the roadway replaced a deep drainage Swale with a buried culvert. A split rail wood fence will be constructed along the length of the path to provide a visual barrier between the roadway and the pedestrian path and to prevent vehicles from turning off of Olympic Boulevard,across the path, and onto West Newell Avenue. This phase of the project will also include culverting approximately 500 feet of open roadside drainage ditch. The new up to 36"storm drains will be backfilled and tied into the existing storm drain pipes adjacent to the roadway. Installation of the pipes will eliminate the open drainage ditch. The first phase of the project will not require the removal or trimming of any trees or shrubs. The second phase of the project will be constructed on the north side of Olympic Boulevard and will extend from Newell Court to Pleasant Hill Road. In order to move pedestrians from the south to the north side of Olympic Boulevard,a cross walk with highly visible striping and signage will be installed. Two pedestrian crossing signs will be posted in advance of the crosswalk to notify motorists. In addition, an overhead flashing light with pedestrian pushbuttons will be installed to ensure crossing pedestrians are clearly visible. As part of the project, a 200-foot long by 12-foot wide 8-inch deep reinforced concrete structural section will be installed to accommodate the existing bus stop just east of Newel Court. In order to install the structural section,a portion of the existing roadway may require removal and replacement with a concrete pad. The pedestrian path will be designed to avoid impacts to trees to the extent feasible; however, some tree removal and trimming may be necessary in order to remain in compliance with the Americans with Disabilities Act (ADA) requirements. Tree removal may include one redwood tree that is located adjacent to a number of other redwood trees,one small valley oak(2"dbh),two non-native walnut trees (6"dbh, 16"dbh),two of the four trunks of a multi-trunked non-native walnut tree (4"dbh and 16"dbh), eight small coast live oaks(ranging from 2" dbh to 8"dbh)and approximately ten shrubby live oak seedlings. All of these trees are located immediately adjacent to the roadway within County road right of way and are intermittently spaced between Newell Court and Pleasant Hili Road. Numerous additional trees that line the roadway are being avoided by the project. Based on their small size and intermittent spacing, removal of these trees is not considered an aesthetic impact. One utility relocation (a street light)maybe necessary. Minor drainage improvements such as d shallow open drainage swale may be required; howeverthe general drainage pattern in the area will remain the same. No new culverts will be necessary and the storm flaws will be directed from the drainage Swale to existing storm drains. Based on the location of the construction activity on the shoulders of the roadway, the majority of the work can be conducted with only manor lane narrowing rather than full lane closures. Rapid set concrete will be utilized during the pouring of the concrete bus pad in order to minimize traffic impacts during that portion of the project. In order to minimize disturbance to the surrounding residents, working hours will be limited to 7:30 a.m. to 5:00 p.m. Monday through Friday unless modified upon written approval by the resident engineer.
