The Contra Costa Community College District receives a State allocation of CalWORKs funds for services to
CalWORKs participants enrolled as students at the Contra Costa Community College District College
campuses. This revenue agreement will allow Employment and Human Services to identify and receive
reimbursement from Contra Costa Community College District for the services provided at on-campus sites.
The original revenue agreement period was from October 1, 1999 through June 30, 2000 for a total of
$75,000 in CalWORKs funding. The allocation was increased in increments as follows: $75,000 through
June 30, 2001, and this amendment before the Board for an increase of$50,000 for the period July 1, 2001
through June 30, 2002.

Recommendation:
Authorize the chair of the Board of Supervisors to sign the attached County Subvention
Program Certificate of Compliance and the Medi-Cal Cost Avoidance Program Agree-
ment as administered by the California Department of Veterans Affairs (CDVA). Copy
of CDVA bulletin attached for information.
Financial.Impact:
The above agreements enhance the county general fund. CDVA estimates the FY 2002-
2003 Contra Costa County allocation for County Subvention to be approximately
$50,000.00 per sections 972 and 972.1 of the Military and Veterans Code of California.
The estimated allocation for Medi-Cal Cost Avoidance is approximately$25,000.00 per
section 972.5 of the Military and Veterans Code.

CDVA administers the above two revenue programs per California Code of Regulations,
Title 12, Subchapter 4. CDVA conducts annual audits of our operation to determine if
our workload is consistent with reported workload activity.

I certify,that Contra Costa County has appointed a veteran to serve as the
County Veterans Service Officer according to California Code of Regulations Title 12,
Subchapter 4. This County Veterans Service Officer will administer the aid provided for in
Military and Veterans Code Division 4, Chapter 5.
I further certify that the County Veteran Service Officer will assist every veteran of the United
States, as well as their dependents and survivors, in presenting and pursuing such claim as they
may have against the United States. The County Veterans Service Officer and all accredited
staff will also assist in establishing veterans, dependents and survivors' rights to any privilege,
preference, care or compensation provided for by the laws and regulations of the United States,
the State of California, or any local jurisdiction.
I also agree that this county,through the County Veterans Service Office, will maintain annual
records for audit. These records will be maintained until the final allocation of funds for the
subject fiscal year is issued by the CDVA. We will also submit reports in accordance with the
procedures and timelines established by CDVA. The County Veterans Service Officer will
permit CDVA representatives to inspect all facilities and records.
I further authorize the County Veterans Service Officer to actively participate in the promotion
of the California,Veterans License Plate program.

I certify that Contra costa County has appointed a County Veterans Service
Officer(CVSO) in compliance with California Code of Regulations, Title 12,
Subchapter 4. Please consider this as our application to participate in the Medi-Cal Cost
Avoidance Program authorized by Military and Veterans Code Section 972.5.
1 understand and will comply with the following:
I. All activities of the CVSO for which payment is made by the CDVA under this
agreement will reasonably benefit the Department of Health Services (DHS) or
realize cost avoidance to the Medi-Cal program. All County Eligibility Workers
who generate a Form CA-5 (Veterans Benefits Referral)will be instructed to
indicate the applicant's Welfare Aid Code on the face of the form.
2. All monies received under this agreement will be allocated to and spent on the
salaries and expenses of the CVSO.
3. This agreement is binding only if federal funds are available to the CDVA from the
DHS.
4. The CVSO is responsible for administering this program according,to the California
Code of Regulations, Title 12, Subchapter 4.

Consolidated Application for McKinney-Vento homeless Assistance Funding

RECOMMENDATION:
APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee
to execute and transmit, on behalf of the County, cities and other agencies, a Consolidated
Application for the 2002 McKinney-Vento Homeless Assistance Funding along with the
necessary certifications and assurances to the Housing and Urban Development Department
(HUD).
BACKGROUND:
The annual Consolidated Application, in response to the Housing and Urban Development
Notice of Funds Availability (NOFA) for McKinney-Vento Homeless Assistance Funding, is a
primary source of funding to Contra Costa County agencies for providing housing and services
for the homeless. This year, $850 million is available to Homeless Assistance Programs
throughout the country. Contra Costa County's "pro rata" need is expected to be approximately
$1.7 million in 2002. Historically, Contra Costa County has received substantially more than
our established "pro rata" need - all of which goes to supportive housing and services to
homeless individuals and families in Contra Costa County.
Since 1996, the County has submitted an annual Consolidated Application for Continuum of
Care Homeless Assistance Program funds. In 2001, Contra Costa County received its largest
allocation to date of$4.6 million. Currently, the County Homeless Program, Continuum of Care
Advisory Board, and the community are in the midst of preparing the Consolidated Application
for the 2001 NOFA.

The Homeless Continuum of Care Advisory Board has established a process for the 2002
NOFA that is aligned with HUD priorities and provides for the continual strengthening of the
County's Consolidated Application. HUD is insistent that the application demonstrates clear
evidence of community oversight through the Continuum of Care Board. The Contra Costa
Homeless Continuum of Care Advisory Board has approved the community process and
timeline for the development of the County's Consolidated Application this year.
The County Homeless Program is working with the Homeless Continuum of Care Advisory
Board and community agencies to strengthen this year's application and maximize the amount
of HUD funding that comes to Contra Costa agencies. For the fourth year, the County
Homeless Program and the Continuum of Care Advisory Board is working with HomeBase, a
Bay Area homeless policy organization, to assist with the community participation process. In
addition, HomeBase will provide technical assistance to applicants and coordinate the
consolidation of the application. We are confident that the long standing relationship and
familiarity of HomeBase with Contra Costa County agencies will work to strengthen the overall
Consolidated Application — bringing the maximum federal funding into Contra Costa to provide
services to those in our community who need it the most.

support the construction of the West County Permanent Supportive �-

RECOMMENDATION:
A. Approve and Authorize the Director of Health Services Department or his designee to execute and
transmit an application along with the necessary certifications and assurances to the Department of
Housing and.Urban Development (HUD) McKinney-Vento Continuum of Care Homeless Assistance
funding to support the construction of a permanent housing facility in`Nest County.
B. Authorize the Director of Health. Services Department or his designee, if awarded funding, to accept
up to $699,800 in HUD McKinney-Vento funding and enter into contract with HUD to perform all
responsibilities in relation to receipt of the funding and contracted provisions for construction of the
West County facility.
FISCAL IMPACT
The $699,800 requested in HUD funding is necessary to begin the construction of the West County.
Family Center. The development of this permanent housing program will provide 32 families will help
families exit the streets permanently. No more than 50% of the total new construction budget can be
requested of this funding source. Additional funding including federal and city government funding is
being sought for construction of the housing program.

BACKGROUND:
The Health Services Department seeks funding for construction of the West County
Family Center to be located in West County. The Center is a new construction project
aimed at targeting homeless families with at least on parent disabled by mental illness,
substance abuse, HIV/AIDS, or dual/multiple diagnoses and is considered a high priority
within the County's Continuum of Care strategy. It is designed to house 32 homeless
Contra Costa families with an emphasis on families maintaining their permanent, safe, and
affordable housing. One effort of the project is to target families from the year-round
emergency family shelter programs in Concord and Martinez and those exiting transitional
housing programs. Continuing services will be provided to ensure that the family is
connected with services and other means of support that will sustain the family in
independent housing. We believe that this approach is critical to ending the devastating
effect that homelessness has on our families with children.
