As the Board of Supervisors: • ADOPT Resolutions designating the survey areas to be studied for Redevelopment for the EI Sobrante community (Exhibit A) and the Montalvin Manor community (Exhibit B); • APPROVE AND AUTHORIZE the Director of Community Development on behalf of the County to execute a loan agreement not to exceed $250,000 providing for the borrowing activity bond funds(fund 911100); and • APPROVE AND AUTHORIZE the Director of Public Works on behalf of the County and the Contra Costa Water Conservation and Flood Control District to execute a loan agreement in an amount not to exceed $50,000 for Redevelopment Plan Adoption costs. 2. As the Governing Board of the Redevelopment Agency: • APPROVE AND AUTHORIZE the Redevelopment Director on behalf,of the Redevelopment Agency to execute a loan agreement with Contra Costa County in an amount not to exceed $250,000 from fund 111100; • APPROVE AND AUTHORIZE the Redevelopment Director on behalf of the Redevelopment Agency to execute a loan agreement with the County and the Contra Costa County Water Conservation and Flood Control District in an amount not to exceed$50,000 for Redevelopment Plan Adoption costs; • APPROVE AND AUTHORIZE the Redevelopment Director on behalf of the Redevelopment Agency to execute a contract in an amount not to exceed $100,000 with Goldfarb&Lipman for Redevelopment Pian Adoption services for the period July 1, 2002 through December 31, 2003; • APPROVE AND AUTHORIZE the Redevelopment Director on behalf of the Redevelopment Agency to execute a contract with Rosenow Spevacek Group, Inc. for Redevelopment Plan Adoption consulting services in an amount not to exceed$135,000 for the time period July 1,2002 through December 31,2003; and • APPROVE AND AUTHORIZE the Redevelopment Director on behalf of the Redevelopment Agency to execute a contract with Quad Knopf, Inc. in an amount not to exceed $160,000 for environmental impact report consulting services for the time period July 1, 2002 through December 31 2003. DEPUTY W:\Personal\BoardOrders\BOARD.RDA.elsobrante.Montalvin.8.02 FISCAL IMPACT The proposed Redevelopment Plan Adoption process for the EI Sobrante/Montalvin Manor community does not involve the utilization of County General funds. The estimated$450,000 cost for plan adoption is covered by the following sources: • State Downtown Rebound Grant $75,000 • CDBG Grant $75,000 • Loans from Contra Costa County ■ Flood Control/Road Fund $50,000 ■ Community Development Housing Trust $250,000 The Redevelopment Plan Adoption process will identify the potential effects of revenue diversion on the County General fund and County Controlled funds pursuant to the Redevelopment Reform Act of 1994, the County and County Controlled Agency will be eligible for a statutory required pass through of tax increment revenue should the Redevelopment Plan be adopted. BACKGROUND/REASONS FOR RECOMMENDATIONS In December 2001,the Board of Supervisors accepted the El Sobrante Transportation and Land Use Man. This strategic plan was developed with the El Sobrante community and represented an effort to identify a means of revitalizing the San Pablo Dam commercial area. Among the recommendations was the identification of a redevelopment process to stimulate private investment and revitalization activity. The proposed survey area includes the San Pablo Dam Road corridor that was the subject of the Transportation and Land Use Plan and also includes the Appian Way corridor from its intersection with San Pablo Dam Road to approximately Valley View Drive. Similar to the San Pablo Dam corridor, the Appian Way corridor includes a significant number of under utilized parcels that are unable to fully develop under the perimeters of the adopted County General Plan. The Redevelopment process would provide for orderly development potential to be realized. The Montalvin Manor community is a neighborhood of approximately 650 flat top homes developed in the early to mid-1950's. The conditions of the homes range from poor to very good. The intention of a redevelopment program would be to provide significant funding for rehabilitation of this existing housing stock not to replace any of the housing. The proposed survey area would also include the Montara Bay community center and park complex as well as a multi-family site where a new development could occur. The Redevelopment Flan Adoption process requires approximately twelve-months to complete. The adoption of a survey area is the initial step in this process. In order to proceed through the plan adoption process and to come back to the Board of Supervisors in June or July of 2003,the Agency must retain the services of legal counsel,a redevelopment consultant to do the various studies and report,and an EIR consultant. The recommendation provides for the retention of these parties. THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 6, 2002, by the following vote: AYES: wpmvisms unxom, Gmm, wsa[JLmm, a0m and GI01A NOES: Now ABSENT: Nme ABSTAIN: None Resolution No.: 2002/471 SUBJECT: A Resolution of the Board of Supervisors of Contra Costa County designating a Redevelopment survey areas pursuant to the Redevelopment Law of the State of California The Contra Costa County Board of Supervisors RESOLVES THAT: The Contra Costa County Board of Supervisors desires that certain area be studied to determine if a redevelopment project within such area is feasible, and Health and Safety Code Section 33310 provides that a redevelopment survey area may be designated by resolution of the Board of Supervisors. NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors designates the area shown on Exhibit A as a redevelopment survey area in accordance with Health and Safety Code Section 33310, such survey area to be tentatively referred to as "Downtown El Sobrante Redevelopment Survey Area;" and that the Contra Costa County Board of Supervisors designates the area shown on Exhibit B as a redevelopment survey area in accordance with Health and Safety Code Section 33310, such survey area to be tentatively referred to as the"Montalvin Manor Redevelopment Survey Area." BE IT FURTHER RESOLVED that the Board hereby finds that Downtown El Sobrante Redevelopment Survey Area and the Montalvin Manor Redevelopment Survey Area require study to determine if a redevelopment project or projects within such designated survey area is/are feasible.
