GILBERT, DIRECTOR OF GENERAL SERVICES COSTA DATE: AUGUST 6, 2002 COUNTY SUBJECT: LEASE FOR THE PREMISES AT 1320 ARNOLD DRIVE, Vol MARTINEZ FOR THE HEALTH SERVICES DEPARTMENT (CP#0256) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMEN ATI N 1. APPROVE a Lease, commencing no sooner than September 1, 2002, with Cranbrook Realty Investment Fund, dba Muir Parkway Office Center for office suites at 1320 Arnold Drive, Martinez, for occupancy by the Health Services Department's Personnel and Payroll Divisions, under the terms and conditions more particularly set forth in the Lease. 2. AUTHORIZE the Director of General Services to execute the Lease on behalf of the County. 3. DETERMINE that the project is a Class la Exemption under the California Environmental Quality Act (CEQA). 4. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and the Director of General Services to arrange for the payment of the handling fees to the Community Development Department and County Clerk for filing of the Notice of Exemption. FINANCIAL IMPACT The Health Services Department's Personnel and Payroll Divisions are currently located at 2530 Arnold Drive (Summit Centre), Martinez and occupancy costs are budgeted within the department budget for FY 2002-2003. Both divisions will be relocating to office space in comparable size and cost at 1320 Arnold Drive, Martinez. The total rentable square feet at Summit Center is 6,410 and approximately 6,500 square feet at 1320 Arnold Drive. The budgeted cost at Summit Centre is $1.65 per square foot and the rental rate at 1320 Arnold Drive is $1.70 per square foot. The Personnel and Payroll Divisions will realize operational efficiencies as a result of this relocation since several Health Services divisions, including Mental Health Administration, Emergency Medical Services (EMS), Senior Nutrition and staff from Hazardous Materials are located within the 1320 Arnold Drive office complex. The majority of the County Assessor's Department is located on the fourth floor of Summit Centre and a small segment remains at the County-owned building located at 834 Court Street, Martinez. Those divisions of the County Assessor's Department having the most public contact will be located on the first floor at Summit Centre. The 834 Court Street building, which is obsolete and has many deficiencies, will be closed pending determination of its future use.
