FISCAL IMPACT: This Contract is funded by a State HHISN grant . No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides peer counseling services to homeless clients receiving services through HHISN and living in Shelter Plus Care housing. On October 16, 2001, the Board of Supervisors approved Contract #25-044 with Mental Health Consumer Concerns for the period from August 1, 2001 through June 30, 2002 for the provision of peer counseling services to homeless clients involved in HHISN. Approval of Contract #25-044--1 will allow the Contractor to continue providing services through June 30, 2003 . FISCAL IMPACT: This Contract is 100% funded by General Chemical . No County funds required. BACKGROUND/REASON(S) FOP, RECOMMENDATION{S) : Due to various chemical releases that have occurred at the General Chemical Richmond Works Facility, the County' s Board of Supervisors, the Health Services Department, the Richmond City Council and communities adjacent to the facility have voiced concerns about the safe operation of this facility. Therefore, Centra Costa Health Services Department has arranged for Marine Research Specialist Inc . to conduct a third-party evaluation of the facilities management safety systems including, but not limited to, conducting public meetings to determine concerns and performing an onsite evaluation and follow--up evaluations, as necessary. Linder Contract #22-848, the Contractor will conduct a management systems and safety evaluation of the General Chemical Richmond Works Facility, through July 14, 2002 . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S)_ : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #24--238-36 with Mental Health Consumer Concerns, Inc. , a non-profit corporation, in an amount not to exceed $297, 520, to provide a Patients' Rights Program, for the period from July 1, 2002 through June 30; 2003 . This Contract includes a six--month automatic extension through December 31, 2003 , in an amount not to exceed $148, 760 . FISCAL IMPACT: This Contract is funded 100% by Mental Health Realignment . BACKQR0TJND/REASON(S) FOR RECOMMENDATION(S) : Can February 5, 2002 , the Board of Supervisors approved Contract #24-23835 with Mental Health Consumer Concerns, Inc. , for the period from January 1, 2002 through June 30, 2002 , (which included a six--month automatic extension through December 31, 2002) for the provision of a State--mandated Patients' Rights Advocacy Program which includes general advocacy and training services, Certification Review Hearing services, and Reise Capacity Hearing services . Approval of Novation Contract #24. 238-36 will replace the six-month automatic extension under the prior Contract and allows the Contractor to continue providing services, through June 30, 2003 .
