Reasons for Recommendations and Background; Additional funding is needed to pay the contractor for increases in contract work as well as for unforeseen extra work. The additional work was due to unanticipated high moisture content present at the project site, which required a review of the original design. As a result, the contractor was forced to undo work that had already been performed while a strategy was derived and install mitigation measures. Also, the increase in contract items was due to the need to improve existing conditions adjacent to the project site. Such work included softening the high cross slope in the road in one area, removing a dip in the roadway and placing more material due to an error in the original estimate. The additional work costs exceed the project contingency fund. Approval of the project contingency fund increase is required to compensate the contractor for the extra work. IV. Consequences of Negative Action: The lack of approval would prevent successful completion of this contract and preclude payment to the contractor for required work.
