Social Service Department Costa DATE: November 22, 1983 County SUBJECT: CONTRACT AWARDS - TARGETED ASSISTANCE PROGRAM FOR REFUGEES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION The Board on July 19, 1983 having authorized the Welfare Director to develop criteria and administer the Request for Proposal (RFP) process for letting of Targeted Assistance Program (TAP) for Refugees contracts; and the Welfare-Director having carried out the order of the Board and completed the RFP process, now recommends funding TAP contracts for calendar year 1984 as follows: Intensive Vocational Training/Vocational English as a Second Language (VT/VESL) - $85,107 - Mt. Diablo Adult School On The Job Training (OJT) - $133,400 - Superintendent of Schools - ROP Business Assistance Projects (BAP) - $24,200 - Lao Family- Association and further recommends that the Welfare Director or designee is authorized to negotiate, finalize and execute said contracts subject to county counsel approval of format. BACKGROUND AND JUSTIFICATION On April 26, 1983 the Board designated the Social Service Department as the agency responsible for the County Plan for Refugee Targeted Assistance monies and on July 19, 1983 approved the Plan, which has now received State and Federal approval, and authorized the Welfare Director to sign the State contract and administer the Request for Proposal (RFP No. 1003) process relative to contract- ing for services as specified in the Plan. The Social Service Department Con- tracts Unit has administered the RFP process under State regulations and approval and utilized uniform criteria and a multi-disciplinary review panel for evaluation of proposals. RFP No. 1003 specifies that protests to the process or contract awards be submitted in writing to the Social Service Department for resolution by December 6, 1983. The Welfare Director is recommending approval of contracts as specified above based on the evaluation of all -proposals received and the applicable State and Federal regulations which were utilized in administration of the process and so as to maintain the time table established in RFP No. 1003.
