TC} BOARD OF SUPERVISORS Contra0e, ' FROM: Steve Weir, Clerk-Recorder Costa DATE: August 13, 2002 County SUBJECT: Proposition 41 - California Voting Modernization Act of 2002 Request for Commitment of Funding Match SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Recommendation. CONSIDER committing approximately $2.3 million, spread over fiscal years 02/03 through 04105, to match approximately $7 million in State Preposition 41 bond monies to modernize voting equipment in Contra Costa County. APPROVE and AUTHORIZE the County Clerk-Recorder-Registrar to make. application for these funds. Fiscal Impact: The $2.3 million match commitment required under the application would secure approximately $7 million in Preposition 41 monies for voter equipment modernization. The match commitment would not require a neve allocation of funds. It is anticipated that cost savings in printing costs and recovery of a portion from billable agencies over the three-year period will offset the cost of the match requirement with no impact to the County General Fund, Other Impacts: • Great improvement in voting access for the disabled • Great improvement in the time necessary to count the votes on Election Night • Replacement of equipment that is at or near the end of its useful life Consequences of Negative Action: The high profile of the November 2000 election underscores the critical need to'act for many jurisdictions in the United States. The second language ballot requirement is mandated, independent of this request. Contra Costa's ballot printing costs will rise dramatically ($300,000 per major election for printing ballots in a second language). The existing voting system cannot be made handicapped accessible and must be replaced to meet accessibility requirements. The Vater Modernization Board, which will allocate the Proposition 41 monies, has set September 3, 2002 as the deadline for County Boards of Supervisors to pass a resolution committing local snatching funds. This will allow the Elections Division to completely replace their existing voting equipment (which is near the end of it's useful life) as well as meet the new second language and accessibility requirements. Contra Costa County has been notified that it is now required to provide assistance in Spanish to those census tracts with a significant number of Spanish speakers. This requirement is likely to result in an increase in the cost of printing ballots of $300,000 per County wide election. By installing second-language capable equipment at the polls, the Elections Division will save the cost of printing second-language ballots for the palls, and will be able to accommodate additional languages, if necessary. Pending Federal Legislation will require that voting equipment be made available at every polling place to allow the disabled to vote unassisted. The cost to provide only one touch screen voting booth at each pall (Contra Costa has 800 polling sites) will be about $2.8'million dollars. This will not address the second language requirement, only allow the disabled voter access. Cue VOTER VERIFICATION FINDINGS JANETWALINSKI AND ISABEL .E LINDSKOOG INFORMATION TO THE BOARD OF SUPERVISORS CONTRA COSTA COUNTY AUGUST 13 200 ! On August 8, 9, 10 and 26, and October 17, and October 29, of 2001 we investigated 96 homes for voter verification in Cities of San Ramon and Walnut Creek. This random sam 1p int consisted of homes, apartment buildings, condoniums and assisted living homes that had 5 or more people registered to vote for the November 2000 election. The August 8,9, 10 and 26, 2001 report covered precincts 90002, 90004 thru 90006, 90008 thru 90020, 90023 thru 90027, or 22 precincts and°319 registered voters. The findings were 9 irregularities. 44 corrections and 11 other. (Examples of the above are: #90018, 61 Boxford Place— 3 people had 2 different names each; #90009, 404 Antiqua Court - Carla Marie Hart-Paradine same as Carla Maria Paradine-Hart; and #90013, 411 Kevin Place -Arlene Reeves registered here`:for many years but not on list. And #00025, 10149 Alcosta Blvd — unable to make any contact. And #90023, 1 Eucalyptus Lane, could not locate street. (The last three are examples of"other.1). The October 17, 2001 report covered precincts 96019, 96022, 96028, 960801 96035, 96036, 96044, 96049, 96051, 96052 and 96054, or 1_1 precincts and 90 registered voters: The findings were 9 irregularities and 1'9 corrections (Examples of the above'are: #96044, 2420 Brighton Way- Hillary Miles Beamisn moved to Concord'about 1-112 years ago; and #96019, 2105 Youngs Court—Mark Andrew Hoehner>mover over 1 y ago to the other side of town, and Tim Robert Hoehner moved over 1 yr ago to Iowa.) Vater Verification Information to Board of Supervisors August 13, 2002 Page 2 The October 29 report covered precincts 90028 thru 90031, 90033 thru 90035, or 7 ,precincts and 96 voters: The findings were 10 igggularities and 33 corre tions: (Examples of the above are #90029, 107 Winged Foot Place - Daniel McEagan and Jahn Michael Fischer have been gone for 8 years but voted in last election there;'and #90030, 10030 Nantucket Drive Deborah A. Gillman married and moved over a year ago) Statistically; 505 registered voters 40 precincts 28 irregularities or 5.54°! 96 corrections or 19.1 11 ether or 2.2% 261.75% of the rolls need ".cleaning" As of March 2002'there were approximately 479,000 registered voters and 90 precincts. If the rolls weren't cleaned up the irregularities, corrections and other would total 185,794 incorrect voters.
