Responsibility for outpatient specialty mental health services involves contracts with individual, group and organizational providers to deliver these services. FINANCIAL IMPACT: : Funding for this Contract is included in the Department ' s Enterprise I Budget . Cost to the County depends upon utilization. REASONS FOR RECOMMENDATIONS BACKGROUND: On July 27, 1999, the Board of Supervisors approved Contract #26-251-8 (as amended by Contract Amendment Agreement #26-251-9) with Interim Physicians, Inc. dba Western Physicians Registry, for the period from June 1, 1999 through May 31, 2002, for the provision of recruitment services of locum tenens physicians . Approval of Contract #26-251-10 will allow Contractor to continue to provide services, through December 31, 2003 . CONT! This effort teaches stormwater pollution reduction concepts at the watershed level for all residents and users of the watershed as required under the County's Joint Municipal National Pollutant Discharge Elimination System(NPDES) Storrnwater Permit. County Clean Water Program staff is recommending approval of a 1-1/2 year-long agreement with the Aquatic Outreach Institute(AOI) for the administration and coordination of the watershed program in the San Pablo Creek Watershed(4t'year)and the development and administration of a similar program in the Pinole Creek Watershed. An integral part of the program is and will be teaching residents about the impact of human activities on their watershed and how they can be better stewards of that environment for the betterment of their community. AOI staff has worked primarily with the El Sobrante and North Richmond communities and will now expand into the Pinole area. AOI's services fall into the general categories of 1) background research, 2) meeting coordination, 3) publicity,as well as 4)facilitation and promotion of public education and volunteer activities.Examples of background research to date are: + Historical and ecological history of the watershed + Property ownership and drainage patterns • Creation of a comprehensive mailing list and data base AOI has broadly publicized the program in local newspapers and writes and distributes the SPAWNERS monthly newsletter giving a calendar of events. AOI worked with high school students to plan and coordinate the Kennedy Plaza Earth Day Festival,and participated in the El Sobrante Stroll as well as other community meetings and events. They held an Appian Creek Clean-Up and Survey in October, have developed a native plant demonstration area at the El Sobrante Library, and have given training in water quality monitoring techniques and creek survey training with CPS . During the period covered by this contract,AOI will facilitate other community activities in the San Pablo Creek Watershed including the following: • Coordinate El Sobrante Library and Appian Creek restoration projects Coordinate native plant propagation activities • Coordinate creek surveys, clean up and enhancement activities +� Coordinate wildlife survey and enhancement activities • Coordinate water quality and macroinvertebrate monitoring • Work with citizens, students and businesses to address dumping and litter problems SUBJECT: Consulting Services Agreement with Aquatic Outreach Institute for Pinole and San Pablo Creek Watershed Awareness Programs PAGE: 3 DATE: August 13,2002 Activities in the Pinole Creek Watershed will include the following: * Investigate the watershed for restoration sites • Held community meetings Hold 6 restoration workdays • Hold one special event • Attend and present at community fairs • Carry out student outreach and educational activities * Write and distribute a calendar of events newsletter Staffbelieves that Aquatic Outreach Institute conducted a successful program for the first three years and is requesting funding for a fourth contract that would be for one and one-halfyears.The reason for lengthening the contract is to allow staff to move the renewal date of the contract into a time slot that does not conflict with the preparation of the Clean Water Program's Annual Report; as it is now. This will facilitate timely renewal in the future. IV. Consequences of Negative Action: The County will fail to meet the San Francisco and Central Valley Regional Water Quality Control Board requests for watershed-wide stormwater pollution prevention education and volunteer activities per the Joint Municipal NPDES Stormwater Permit.
