This Contract includes a six-month automatic contract extension through December 31, 2003 , in an amount not to exceed $243 ,416 . EISCAL IMPACT: This Contract is 44 . 2k Federally funded and 55 . 8k County funded. bAQXrRrMM1REAh90N(19) FOR RECOMMENDATIQN(S- : On December 18, 2001, the Board of Supervisors approved Novation Contract ##24-722-59 with Bi-Bett Corporation, for the period from July 1, 2001 through June 30, 2002 (which included a six-month automatic extension through December 31, 2002) to provide residential substance abuse program services at its Diablo Valley Ranch facility. Approval of Novation Contract #24-722-60 replaces the six-month automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2003 . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On June 20, 2000, the Board of Supervisors approved Contract #23-226-3 with Boehm and Associates, for the period from July 1, 2000 through June 30, 2002 , for consultation and technical assistance with regard to Workers ' Compensation and third party liability recovery. Approval of Contract #23-226-4 will allow the Contractor to continue providing professional consultation and technical assistance to the ' Department ' s Finance Division through June 30, 2004 . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION _ RECOMMENDATION(S)_: Approve and authorize the Health Services ]director, or his designee (Patrick Godley) , to execute on behalf of the County, Contract ##23-261-1 with National Healthnet, Inc. , a corporation, to provide billing services for the processing of out-of-state Medicaid claims, for the period from July 1, 2002 through June 30, 2004 . FISCAL IMPACT: This Contract is funded by third party recoveries . Contractor will be paid a lo% commission for the amounts Contractor collects on out-of--state inpatient Medicaid clams, not to exceed a total of $10, 000 for each inpatient claim. Contractor will be paid $50 . 00 for each outpatient Medicaid claim collected. BACKGROUND/REASON (S) FOR RECOMMENDATION(S) : Periodically, patients are treated at Contra Costa Regional Medical Center and Contra Costa Health Centers who are from out-of-state and who may be eligible for Medicaid benefits in their State of residence . Policies and regulations governing Medicaid reimbursement are very complex and vary from State to State, making it difficult, if not impassible, for the County to pursue reimbursement for care it has rendered to out-of-state residents . National Healthnet, Inc. , has the expertise to pursue and process out-of-state Medicaid claims on behalf of the County. On July 27, 1999, the Board of Supervisors approved Contract #23-261 with National Healthnet, Inc . for the period from July 1, 1999 through June 30, 2002 for the provision of Medicaid billing services . Approval of Contract ##23-261.-1 will allow the Contractor to continue providing services through June 30, 2004 . FISCAL IMPACT: This Contract is funded 50.4 % by Federal FFP Medi-Cal Funds and 49.6% by State EPSDT funds. CHILDREN'S 1"ACT STATEMENT: This TBS Program supports the following Board of Supervisors community outcomes- "Children ready for and succeeding in school"; "Families that are safe, stable, nurturing"; and "Communities that are safe and provide a high quality of life for children and families" . Expected outcomes include all goals identified by Children's Statewide System of Care guidelines including an increase in school attendance as measured by school records, increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) , increase in family satisfaction - as measured by the Parent Satisfaction Survey, decreased use of acute care system, and placement at discharge to a lower level of care. BACXGRO0MZREASON(S)_ FOR RECOMMENDATIONS) : The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services - (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Screening, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. On June 19, 2001, the Board of Supervisors approved Contract #74-041-2 (as amended by Administrative Amendment Agreement #74-041-3) with We Care Society (dba Barbara Milliff Center) for the provision of Therapeutic Behavioral Services for the period from July 1, 2001 through June 30, 2002. Approval of Contract #74-041-4 will allow the Contractor to continue providing services through June 30, 2003.
