for children in foster care, for the period from July 1, 2002 through June 30, 2003.
FINANCIAL IMPACT-
$165,315 - 100% State (from SSI revenues generated by this contract). No County cost.

This contract directly supports all five community outcomes: 1) Children Ready for and Succeeding in
School; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families that are
Economically Self-Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5) Communities that are
Safe and Provide a High Quality of Life for Children and Families," by generating SSI income for Child
Welfare Services.

F.M. Blake provides application, reapplication, representation and follow-up services in the process of
obtaining SSI benefits for children in foster care. Employment and Human Services Department (EHSD)
requires this assistance because federal welfare reform and ongoing legislative action as it affects Social
Security Administration regulations, make the application process and case follow-up a specialized, intensive
process. Contractor was selected after publishing Request for Interest # 176 in May 2002.
Payment under this contract is on a contingency fee basis, with contract costs covered by generated SSI
revenues. EHSD pays contingency fees to contractor only after SSI benefits are approved for a child. The
one-time fee per approved child paid to contractor is a percentage of the benefits received on the first month.
The child continues to receive monthly benefits for as long as he or she meets the disability criteria and the
fee paid to contractor is generally offset in savings to the County by the second or third month of benefits.
Funds generated by this contract enhance Child Welfare Services' ability to meet children's special needs and
help offset County and State maintenance costs.

BACKGROUND /REASONS FOR RECOMMENDATIONS
Neighborhood House of Noah Richmond (NHNR) is a non-profit organization with a 50-year
community-based tradition of improving the quality of life for the residents and community of
North Richmond by providing housing education, employment, economic self-sufficiency and
healthservices.
In July, 2000 the Board of Supervisors allocated $45,000 in federal CDBG funds to NHNR to
assist them in their efforts to build capacity of the organization by developing new mission and
values statements, and new five-years goals, objectives and policies as well as to develop the
capacity of staff. NHNR has been unable to use these funds and requests the Board
reallocate these funds to help finance a number of health and safety repairs to their building
located at 305 Chesl'ey Avenue. The estimated cost to renovate the building is $82,200. The
City of Richmond CDBG program has allocated $41,100 to this project.
Proposed repairs include removing asbestos, replacing the carpet, windows and linoleum due
to damage caused by asbestos contamination, repairing the roof,and upgrading the building's
plumbing and electrical systems. If approved, the repair work will begin in September, 2002
and is expected to take approximately 2-3 months to complete. Approving this request will
ensure NHNR will continue to be able to provide effective and efficient services to the North
Richmond community.

1. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff, or designee to sign a contract amendment with
CorrLogic, Incorporated (formerly BI, Inc.) to extend the contract term to June 30, 2002
and correct the contract amount to $340,008.69.

NONE. Funds for this contract are within the Office of the Sheriffs budget appropriations.
III. BACKGROUND/REASONfS) FOR RECOMMENDATION(S):
On September 22, 1998, the Board of Supervisors approved executing a contract with Bl,
Inc., (now CorrLogic, Inc.) to provide an upgrade to the Office of the Sheriff's Jail
Management System. The full amount of the initial contract is financed through a five-year
lease-purchase agreement. This Amendment provides for modifications that have been
completed in the upgrade of the ,fail Management System. Additionally, this Amendment
reduces the total amount of the contract from $417,041.00 to a revised total of$340,008.69
based on a recalculation of contract expenditures.

Employment and Human Services Department (EHSD) issued a Request For Proposals (RFP #1054) in May
2000 and selected the above community-based providers. Each contractor represents a collaboration of local
groups organized to develop and strengthen community resources. FPSP serves over 1,000 county residents
and targets the communities of Coronado (Richmond), North Richmond, Bay Point and Parkside (Pittsburg).
The program offers a wide range of services designed to support families and prevent entry into the child
welfare system.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the County Counsel, or his designee, to execute an amendment
to the existing contract with the firm of Curiale, Dellaverson, Hirschfield, Kraemer and Sloan to
extend the term from July 1, 2002 through december 31, 2002 and to increase the payment
limit from $25,000.00 to $35,000.00.
If. FINANCIAL IMPACT
This contract will be funded from County Risk Management revenue.
Ill. BACKGROUND
The approval of this amendment will allow the contractor to complete its work under the
contract (i.e., providing objective, independent investigations of complaints on a Case by case
basis as requested by the County through the Office of the County Counsel).
The only changes contemplated by the amendment are to extend the Contract through
December 31, 2002 and increase the payment limit to $35,000.00. No other contract items will
be Changed by the amendment.
