FINANCIAL IMPACT- $165,315 - 100% State (from SSI revenues generated by this contract). No County cost. C HILDREMS IMPACT SIATFMFNT• This contract directly supports all five community outcomes: 1) Children Ready for and Succeeding in School; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families that are Economically Self-Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5) Communities that are Safe and Provide a High Quality of Life for Children and Families," by generating SSI income for Child Welfare Services. R—ACKGR ITND- F.M. Blake provides application, reapplication, representation and follow-up services in the process of obtaining SSI benefits for children in foster care. Employment and Human Services Department (EHSD) requires this assistance because federal welfare reform and ongoing legislative action as it affects Social Security Administration regulations, make the application process and case follow-up a specialized, intensive process. Contractor was selected after publishing Request for Interest # 176 in May 2002. Payment under this contract is on a contingency fee basis, with contract costs covered by generated SSI revenues. EHSD pays contingency fees to contractor only after SSI benefits are approved for a child. The one-time fee per approved child paid to contractor is a percentage of the benefits received on the first month. The child continues to receive monthly benefits for as long as he or she meets the disability criteria and the fee paid to contractor is generally offset in savings to the County by the second or third month of benefits. Funds generated by this contract enhance Child Welfare Services' ability to meet children's special needs and help offset County and State maintenance costs. N tf ',f tADEPUTY BACKGROUND /REASONS FOR RECOMMENDATIONS Neighborhood House of Noah Richmond (NHNR) is a non-profit organization with a 50-year community-based tradition of improving the quality of life for the residents and community of North Richmond by providing housing education, employment, economic self-sufficiency and healthservices. In July, 2000 the Board of Supervisors allocated $45,000 in federal CDBG funds to NHNR to assist them in their efforts to build capacity of the organization by developing new mission and values statements, and new five-years goals, objectives and policies as well as to develop the capacity of staff. NHNR has been unable to use these funds and requests the Board reallocate these funds to help finance a number of health and safety repairs to their building located at 305 Chesl'ey Avenue. The estimated cost to renovate the building is $82,200. The City of Richmond CDBG program has allocated $41,100 to this project. Proposed repairs include removing asbestos, replacing the carpet, windows and linoleum due to damage caused by asbestos contamination, repairing the roof,and upgrading the building's plumbing and electrical systems. If approved, the repair work will begin in September, 2002 and is expected to take approximately 2-3 months to complete. The full amount of the initial contract is financed through a five-year lease-purchase agreement. This Amendment provides for modifications that have been completed in the upgrade of the ,fail Management System. Additionally, this Amendment reduces the total amount of the contract from $417,041.00 to a revised total of$340,008.69 based on a recalculation of contract expenditures. RECOMMENDED ACTION: APPROVE and AUTHORIZE the County Counsel, or his designee, to execute an amendment to the existing contract with the firm of Curiale, Dellaverson, Hirschfield, Kraemer and Sloan to extend the term from July 1, 2002 through december 31, 2002 and to increase the payment limit from $25,000.00 to $35,000.00. BACKGROUND The approval of this amendment will allow the contractor to complete its work under the contract (i.e., providing objective, independent investigations of complaints on a Case by case basis as requested by the County through the Office of the County Counsel).
