SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION-- APPROVE TLN--APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with STAND! Against Domestic Violence (#21-714-2) in the amount of$292,501 for Domestic Violence services during the period of July 1, 2002 through June 30, 2003. FINANCIAL IMPACT! $192,501 Ca1WORKs; 20% County ($38,501), 40% State ($77,000), 40% Federal ($77,000). $100,000 County costs as authorized by Zero Tolerance for Domestic Violence (see Board Order D.1, June 20, 2000). CNII DREN'S IMPACT STATEMENT: This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood", 3) "Families that are Economically Self Sufficient" 4) "Families that are Safe, Stable, and Nurturing" 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." R A CKCROIIND STAND! Against Violence provided comprehensive domestic violence services countywide during FY 2001/2002. FY 2002/2003, STAND! will provide services including Ca1WORKs domestic violence liaisons at four Employment and Human Services Department (EHSD) offices located in Antioch, Martinez, Richmond, and Hercules. Services include technical assistance, consultation, and domestic violence identification and skills training, on-site capacity building, and linkage of domestic violence victims to community resources. RAC".KGRClIT VI), During FY 2001/2002, the Employment and Human Service Department (EHSD) participated as one (1) of twelve (12) counties funding the Recruitment and Retention Project for a total project budget of$258,500. The project researches and develops strategies to identify problems in social services recruitment and retention, recommends specific policy and protocol, implements and provides technical assistance to the internal infrastructure, and develops a clearinghouse for recruitment inquiries. San Francisco(State University (SFSU) Bay Area Academy, together with the Bay Area Social Service Consortium. Human Resource Sub-committee (BAHRC), initiated the recruitment and retention project which gathers data on current hiring procedures, proposes to increase the number of completed applications for county jobs by 20% from current baseline, and presents recruitment and retention issues at six (o) national, state, and regional recruitment events per year. Bautista, County Probation Officer Costa DATE: July 31, 2002 SUBJECT: Approval to Contract with Mark Morris Associates -- --- County SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the County Probation Officer to execute a contract with Mark Morris Associates in the amount of$162,357, to provide consulting and evaluation Services as a component of the JJCPA project for the period of July 1, 2002 through June 30, 2003. BACKGROUND: Pursuant to the Schiff-Cardenas Crime Prevention Act of 2000 (JJCPA), the State of California Board of Corrections allocated funds to Contra Costa County to develop and implement a Comprehensive Multi-agency Juvenile Justice Plan. I. On March 9, 2001, the Board of Corrections approved Contra Costa's plan and application and authorized the release of funds. This funding allowed Contra Costa County Probation Department to maintain funding for significant children's services. ll. The evaluation will allow the County to continue it's commitment to intensive evaluation of its new and ongoing programs and to meet the requirements of data collection and reporting for JJCPA. III. On October 1, 2001 SB 736 was enacted which is the repeal of the sunset clause contained in the original Crime Prevention Act, thereby continuing the operation of this funding program indefinitely, subject to the availability of State funds. FISCAL IMPACT: $3,247,153 is available to Contra Costa County through the Schiff-Cardenas Crime Prevention Act of 2000 for expenses incurred through June 30, 2003. $162,357 has been allotted for the evaluation and data collection component. No match is required. BACKGROUND: Pursuant to the Schiff Cardenas Crime Prevention Act of 2000 (JJCPA), the State of California Board of Corrections allocated funds to Contra Costa County to develop and implement a Comprehensive Multi-agency Juvenile Justice Plan. Establish a Family Intervention and Substance Abuse Program VI. Fee for Service Funding: To more effectively respond to the true needs of clients, $312,000 of the JJCPA funds have been designated for the purchase of services on an as needed basis. The goal of this approach is to effectively address the service needs of youth on an individual basis in order to provide meaningful services for youth. FISCAL IMPACT: $3,247,153 is available to Contra Costa County through the JJCPA for expenses incurred through June 30, 2003. No match is required. (?
