BACKGROUND: I1 Since 1976 the Area Agency on Aging has been providing services for older residents of the County under the Older Americans Act. RACKGRCutND The County's Welfare-to-Mork.Transportation Plan was approved by the Board in May 1999. This plan identified gaps in employment-related transportation services and infrastructure for CalWORK.S participants and the at-risk low-income population and outlined a series of prioritized recommended mobility support systems and strategies to bridge these gaps. Since then,these priorities have served as blueprint for the development and enhancement of services. In the 3 years since the Plan's approval, gaps in service, infrastructure and service needs have changed, requiring a review and update of the County Plan. Federal guidelines for employment transportation operation grants now also require local plans to address the employment transportation needs of the disabled population. The grant will be used to fund the services of a consultant who will do research and outreach to update the County Transportation Plan. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On July 24, 2001, the Board of Supervisors approved Standard Agreement ##29-502-6 (as amended by Amendments #29-502-7 and ##29- 502-8) with the State Department of Alcohol & Drug Programs, for the period from July 1, 2001 through June 30, 2005 .(expending Fiscal Years 2003-2004 Federal funds is extended through June 30, 2005) , for the provision of Substance Abuse services. Approval of this Standard Agreement (Amendment) #29-502-9 will guarantee that the County will continue to receive the full allocation amount included in the Agreement and allow the Department to continue providing needed Substance Abuse Services through June 30, 2005 . Three sealed copies of this Board order should be returned to the Contracts and Grants Unit for submission to the State. Discussion background: The passage of the Tobacco Tax and Health Protection Act of 1988 (Proposition 99) and its implementing legislation, Assembly Bill 75 and Senate Bill 960 and assembly bill 1154, made available monies to reimburse hospitals, physicians, and other providers for uncompensated care costs, for making capital improvements, and for implementing data systems. These monies are available to the County for distribution both County operated and Non-County operated entities, upon application to the State. Contained within the application are assurances by the County regarding use of these funds. Theseassurances apply to both the County operated services as well as the privately operated services. The funding condition are as follows: 1. Funds must be used to supplement existing levels of services provided and shall not be used to fund existing levels of service. 2. Counties will be required to provide, or arrange and pay for, medically necessary follow-up treatment, including prescription drugs for any condition detected as part of a child health and disability prevention screen. 3. A county will have to maintain a level of financial support of county funds for health services that is at least equal to its county match plus any overmatch of county funds in the 1988189 fiscal year. 4. Monies will be accounted for as revenue to the County health Services Plan Update and Budget, Supplement and cannot be used as county matching funds for any other program requiring a county match. 5. A county will not be able to impose more stringent eligibility standards for the receipt of benefits under Section 17000 or to reduce the scope of benefits compared to those which were in effect on November 8, 1988. 6. Funds will not able available for the support of health services provided to persons detained in a county or city jail or other correctional facilities. 7. Receipt of funding shall not relieve a county of its obligation to provide indigent health care as required by Section 17000. 8. Reports will be required on indigent health care program demographic, expenditure, and utilization data in a manner that will provide an unduplicated count of users for the fiscal year. 9. All interest earned on the Fund and on each account or sub-account will be accrued to the benefit of the Fund, account, or sub-account, respectively.
