RECOMMENDATION
APPROVE and AUTHORIZE the Redevelopment Director to execute a contract amendment with RBF
Consulting, to increase the payment limit by$30,000 to a new payment limit of$80,000 for a term from
December 11,'2001 to December 31, 2002 for engineering planning and community outreach services
related to the Las Juntas Swim Club property Reuse Program, Pleasant Hill BART Station Area.
FISCAL IMPACT
None. No general funds are involved. The Redevelopment Agency's adopted budget includes funding
for this initiative.

BACKGROUND/REASONS FOR RECOMMENDATIONS
In August 2001 the Governing Board of the Redevelopment Agency authorized the
execution of an Option Agreement to acquire the Las Juntas Swim Club property in the
vicinity of the Pleasant Hill BART Station Area. The Option has been entered into. The
option period was intended to be used by the Agency to determine whether a Land Use
Permit for temporary parking could be obtained from the City of Walnut Creek and to work
through a Neighborhood Outreach Program as it relates to the long-term residential reuse of
the site. RBF Consulting was retained in December 2001 to allow the Agency to pursue
these due diligence matters during the Option period.
The process of securing a Land Use Permit for temporary parking has proven to be more
time and materials intensive than originally estimated. In order to respond to Walnut Creek
Planning Staff and Design Review Commission requests additional work with respect to field
work, locating drip lines of every tree on site, preparing multiple revisions to parking site
plans, and preparation of alternatives for presentation at the Neighborhood Outreach
meeting have increased consulting costs. The Neighborhood Outreach Program has been
completed. In order to complete.,the scope as originally set forth and to respond to the
additional requests of the City of Walnut Creek the additional amount of contract authority is
recommended.
