The Board of Supervisors of Contra Costa County RESOLVES that:
The County of Contra Costa on May 29, 2002 contracted with Bay Cities Paving & Grading, Inc., for
roadway widening, curb& sidewalk construction on a portion of Pacheco Blvd. from Giannini Road east
for 444 feet, with Safeco Insurance Company of America as surety, for work to be performed on the
grounds of the County, and
The Public Works director reports that said work has been inspected and complies with the approved
plans,special provisions and standard specifications and recommends its acceptance as complete as of
August 2, 2002.
Therefore, said work is ACCEPTED as completed on said date, and the Clerk shall file with the County
Recorder a copy of this Resolution and Notice as a Notice of Completion for said contract.

i. Recommended Action:
APPROVE project contingency fund increase of $15,000 for a new total of $53,963 effective
August 13, 2002 in order to compensate the contractor, Ghilotti Construction Company, Inc. for
unforeseen extra work associated with side sewer lateral relocation and additional electrical work.
If. Financial_lmpact:
The project contingency funds are currently insufficient to cover the increased cost.The increase in
contingency funds will be funded by 90%Safe Route to School, a . 10% Measure C/Road Funds.

III. Reasons for Recommendations and Back_ rca ound:
There were extensive sewer lateral conflicts with the new storm drain causing sewer lateral
relocations and construction of special sewer manholes. Also, due to unexpected signal conduit
relocations required as part of the May Road/San Pablo Dam Road island path the signal conduits
have to be removed, replaced and rewired.
IV. Consequences of Negative Action:
The lack of approval would prevent successful completion of this contract and preclude payment to
the contractor for required work.

AUTHORIZE the Public Works Director to execute a Consulting Services Agreement with Berryman
& Henigar for Can Call Subdivision Inspection. The duration of the contract is from July 15, 2002 to
December 31, 2003.
11. Financial Impact:
There will be no impact on the County General Fund. The Consulting Services Agreement is for
$00,000.00 and shall be paid for by Developer Fees (100°its).

III. Reasons for Recommendations and Background:
Due to the overwhelming amount of development in Contra Costa County, it is necessary to offer
assistance to our field inspectors. It is anticipated that an additional inspectorwill be needed during
the peak of the construction season to assist our county field inspectors to perform utility
encroachment inspections. The Public Works Department is currently issuing an encroachment
permit to Seren Innovators for work within the Walnut Creek area. It is anticipated this will be the
primary responsibility of this Consultant inspector. Berryman & Henigar was selected for this
contract from a field of eight consulting firms.
IV. Consequences of Negative Action:
If the Consultant Services Agreement with Berryman & Henigar is not approved, it may not be
possible to complete inspections.

Agreement with Vali Cooper& Associates, Inc., effective July 15, 2002 in the amount of$90,000
for a new total of$240,000 for On Call Subdivision Inspection.
If. Financial lmpact:
There will be no impact on the County General Fund. The Amendment is for$90,000 and shall be
paid for by Developer Fees & Permit Fees (100%).

111. Reasons for Recommendations and Background:
On October 15, 2001,the Board of Supervisors authorized the Public Works Director to execute a
Consultant Services Agreement with Vali Cooper& Associates, Inc. in the amount of$75,000 to
provide'construction inspection support for our field subdivision inspection staff.
Due to the overwhelming amount of development& construction in the County it is necessary to
continue assistance to our field inspectors. Services provided will include inspection of subdivision
improvements,encroachment permit inspection and approvals,construction coordination between
Contractors, County and Third Parties, Construction Engineering, and other general support to field
inspection staff.
Vali Cooper& Associates was selected for the contract from a field of eight consulting firms.
IV. Consequences of Negative Action:
If the consultant Services Agreement with Vali Cooper& Associates, Inc. is not approved, it may
not be possible to complete inspections.

There will be no impact on the County General Fund. The Consulting Services Agreement is for
$20,000, and shall be paid for by Local Road Funds.

The construction contract for the Carquinez Scenic Drive Slide Repair Project will be awarded in
August, 2002. Construction activities are expected to begin on August 19, 2002 and the Consulting
Services Agreement is due to begin on August 1, 2002 and expire on December 31, 2003.
The construction management services include construction engineering, project management,and
construction inspection. Vali Cooper and Associates, Inc. was selected forthe contractfrom a field
of eightconsulting firms.
IV. Consequences of Negative Action:
If the consultant Services Agreement with Vali Cooper and Associates, Inc. is not approved, it
may not be possible to complete construction of the approved project.
