SUBJECT: CONTINUE the emergency action originally taken by the Board of Supervisors on
June 18, 2002 regarding the repair of the erosion along Wildcat Canyon Road, as
recommended by the Public Works Director; APPROVE the Plans and
Specifications for the project; AUTHORIZE the closure of Wildcat Canyon Road to
through traffic, excepting emergency vehicles, at the project site, Orinda area.

Specific Request(s) or Recommendation(s) & Background & Justification
1. RECOMMENDED ACTION:
DETERMINE that there is a need to continue the emergency action taken by the Board of
Supervisors on June 18, 2002, pursuant to Public Contract Code Sections 22035 and
22050, to repair the erosion along Wildcat Canyon Road, Orinda area;
APPROVE the Plans and Specifications for the project;
AUTHORIZE the closure of Wildcat Canyon Road to through traffic, excepting emergency
vehicles, at the project site.

11. Financial Impact:
The total estimated contract cost is $744,000, funded by Local Road Funds (100%).
III. Reasons for Recommendations and Background:
A. On June 16, 2002, the Board of Supervisors declared an emergency and authorized
the Public Works Director to proceed in the most expeditious manner to repair the
erosion and failed pavement.

B. Repair status:
The project design was put out to bid on July 9, 2002 with a four (4) week
advertisement. Bids are scheduled to be opened on August 6, 2002. Construction is
scheduled to begin on August 26, 2002.
The closure of Wildcat Canyon Road will occur on weekdays for the duration of the
project, estimated to be eight weeks. The Closure request is due to the size of
equipment anticipated to be used to construct the project versus the limited width of
road available to perform the work. Additionally routing traffic through this work site
would seriously hinder the Contractors productivity and which may cause the project
to be partially completed when next winters storms arrive.
IV. Consequences of Negative Action:
Non-concurrence of the above recommendation will significantly delay repair of the
roadway, prolonging impacts to local access and could result in the loss of the entire
w„
traveled way.
