SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECgM NDATION(S)
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
Amendment Agreement #22-456-13 with Center for Human Development,
effective august 1, 2002 , to amend Contract #22--456-12, to increase
the Contract Payment Limit by $42, 500, from $53 , 500 to a new total
of $96, 000 .
FISCAL IMPACT:
This Contract is funded 100% by the State Department of Health
Services, office of AIDS . No County match is required.
CHILDREN'S IMPACT STATEMENT:
This Program supports County' s "Children and Youth Healthy and
Preparing for Productive Adulthood" community outcome by providing
educational presentations at schools and youth-serving organizations
to help youth delay sexual involvement and avoid infection with HIV
and other Sexually Transmitted Diseases (STD) . .Expected program
outcomes are increased knowledge of HIV transmission and prevention;
increased abstinence and/or safer sex; reductions in the numbers
of unplanned pregnancies and STD/HIV infections; and reductions in
health care costs associated with treating STDs including HIV and
AIDS .
BACKGROUND/REASON(S) FOR RECOMMENDA`T`ION(S) a
On May 7, 2002, the Board of Supervisors approved Contract
#2 -456-12 with Center for Human Development, for the period from
July 1, 2002 through June 30, 2003 , to provide HIV/AIDS education
and prevention services for youth who are at increased risk .for HIV.
Approval of Contract Amendment Agreement #2 -456-13 will allow
Contractor to provide additional services including, but not limited
to conducting a social marketing program for policy advocacy and HIV
prevention, through June 30, 2003 .

Approval Of Contract #74-016-3 with Community Violence Solutions
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna
Wigand) to execute on behalf of the County, Contract 474-016-3 with
Community Violence Solutions (formerly Pape Crisis Center) , in an amount not
to exceed $199, 135, to provide day rehabilitation treatment and mental
health services for Seriously Emotionally Disturbed (SED) Children in
Central County, for the period from July 1, 2002 through June 30, 2003 .
FISCAL_IMPACT:
This Contract is funded 50 . 3% by Federal Medi-Cal Revenue and 49 . 7% by State
EPSDT funds .
CHILDREN'S IMPACTSTATEMENT:
This Circles of Care Program supports the following Board of Supervisors'
community outcomes : "Children Ready For and Succeeding in School" ;
"Families that are Safe, Stable, and Nurturing" ; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and Youth Self Report (YSR) .
BACKGROUND/REAStON( ) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that it
provides day treatment and mental health services for adolescent girls with
emotional and behavioral problems to improve school performance, reduce
unsafe behavioral practices, and reduce the need for out--of-home placements .
On June 24, 2001, the Board of Supervisors approved Contract ##74-016--2 with
Rape Crisis Center, for the period from July 1, 2001 through June 30, 2002
for the provision of day rehabilitation treatment and mental health services
for Seriously Emotionally Disturbed (SED) Children in Central County.
Approval of Contract #74-01.6-3 will allow Community Violence Solutions
(formerly Rape Crisis Center) to continue providing services through June
30, 2003 .

Approve and authorize the Health Services Director, or his designee
(Donna Wigand) to execute on behalf of the County, Contract
##24-960-4 with Touchstone Counseling, in an amount not to exceed
$40, 000, to provide mental health services for recipients of the
California Welfare-to-Work (CalWORKs) Program, for the period from
July 1, 2002 through June 30, 2003 . This Contract includes a six-
month automatic Contract extension through December 31, 2003 , in an
amount not to exceed $20, 000 .
FISCAL IMPACT:
This Contract is funded 100% by State CalWORKs funds .
BACKGROUND/REASON(S) FOR RECOMMEN€7ATION(S) :
In August 1997, the State of California Legislature passed Assembly
Bill 1542 which brought major changes to the welfare programs
previously operated by the State . Among the changes was a provision
which required treatment of substance abuse and mental illnesses of
Welfare-to-Work participants, when these conditions interfere with
participation in Welfare-to-Work activities . Subsequently, the
County' s Employment and Human Services Department and Health
Services Department signed an Interdepartmental Services Agreement
(##2'1-427) which allowed the Health Services Department to provide
substance abuse and mental health services to Welfare-to-Work
participants referred by the Employment and Human Services
Department .
On July 17, 2001, the Board of Supervisors approved Contract
##24-950-3 with Touchstone Counseling, for the period from July 1,
2001 through June 30, 2002 , to provide mental health services for
recipients of the CalWORKs Program.
Approval of Contract ##24-960-4 will allow the Contractor to continue
providing services through June 30, 2003 .

#25042-2 with Greater Richmond Interfaith Programs (GRIP) , in an
amount not to exceed $1, 048, 312, to provide emergency shelters
services, for the period from July 1, 2002 through June 30, 2003 .
FISCAL IMPACT:
This Contract is 27% funded by Federal and other funding and 73%
County funded.
BACKGROUND/REASON(S) FOR RECOMMENDATIONS)
On ,July 24 , 2001, the Board of Supervisors approved Contract #25-042
(as amended by Contract Amendment Agreement #25-042-1) with Greater
Richmond Interfaith Programs for the period from July 1, 2001
through June 30 , 2002 , for the operation of emergency shelters for
single adults in West and Central Contra. Costa County.
Approval of Contract #25-042-2 will allow the Contractor to continue
providing services through June 30, 2003 .
