FISCAL IMPACT: This Contract is funded 45% by Federal Medi- Cal (FFP) , 45% by State EPSDT, and 10% by Mental Health Realignment . CHILDREN'S IMPACT STATEMENT: This SED Program supports the following community outcomes . "Children Ready for and Succeeding in School" ; "Families that are Safe, Stable and Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes include all goals identified by children' s Statewide system of Care guidelines including an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) . HA.CKGR0tT/R.EASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides subacute treatment services for SED children to reduce the need for hospitalization. Can June 26, 2001, the Board of Supervisors approved Contract #24-859-8 with Edgewood Center for Children and Families for the period from July 1, 2001 through June 30, 2002 , for the provision of residential day treatment Services for SED children. Approval of Contract #24-859-9 will allow the Contractor to continue providing ;services through June 30, 2003 . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Donna Wigand, L.C.S .W. ) to execute on behalf of the County, Contract 424-923-8 with Rubicon Programs, Inc . in an amount not to exceed $90, 580, to provide and coordinate mental health services to Seriously and Persistently Mentally Ill (SPMI) adults who are participating in the Contra Costa County Health, Housing, and Integrated Services Network (HHISN) for the period from July 1, 20102 through June 30, 2003 . FISCAI, IMPACT This Contract is funded by Federal funds and the Corporation for Supportive Housing Granit . No County funds are required. BACKGROMIREASON(S) FOF R.ECOMMENDATI ON(S) : This Contract meets the social needs of County' s population in that it ,provides SPMI clients with mental health services, medication support, crisis services, and case management services in their own living quarters, in order to keep these clients out of higher levels of care, including State Hospitals. On October 31, 2001, the Board of Supervisors approved Contract ##24-923-7 with Rubicon Programs, Inc . , for the period from July 1, 20101 through June 30, 2002, to provide Mental Health Services to SPMI adults who are participating in HHISN. Approval of Contract ##24-923-8 will allow the Contractor to continue providing services through June 30, 2003 . FISCAL IMPAC': This Contract is funded 50 . 4% by Federal Medi-Cal (FFP) Revenue and 49 . 6% by State EPSDT. CHILDREN'S IMPACT STATEMENT: This Mental Health Program will support the following Board of Supervisors ' community outcomes : "Children Ready For and Succeeding- in School" ; "Families that are Safe, Stable, and Nurturing" ; and "Communities that are Safe and Provide a High Quality of Fife for Children and Families" . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) . This Contract meets the social needs of County' s population in that it provides an emergency placement facility for SED children with emotional and behavioral ;problems to keep these children in the community and out of State hospitals. Rose Manning Youth Center, operated by FamiliesFirst, Inc. , is the only facility equipped to handle children with this level of mental health and behavioral problems. On July 17, 2001, the Board of Supervisors approved Contract #74-038-2 with FamiliesFirst, Inc. for the period from July 1, 2001 through June 30, 2002 for the provision of an emergency placement shelter program, including intensive day treatment, medication support, and mental health services at the Rose Manning Youth Center. Approval of Contract #74-038-3 will allow the Contractor to continue providing services through June 30, 2003 . 2. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION f S) : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Contract #74-083-5 with La Cheim School, Inc. , in an amount not to exceed $88,000, to provide Therapeutic Behavioral Services (TSS) to County referred clients ages 0-21 years of age, for the period from July 1, 2002 through June 30, 2003 . FISCAL IMPACT: This Contract is funded 50% by Federal FFP Medic--Cal Funds and 50* by State EPSDT funds. CHILDREN'S IMPACT STAT NT: This Contract supports the following Board of Supervisors community outcomes: 1) Children ready for and succeeding in school, 2) Families that are safe, stable, nurturing; and 3) Communities that are safe and provide a high quality of life for children and families. Expected outcomes include all goals identified by Children's Statewide System of Care guidelines including an increase in family satisfaction - as measured by the Parent Satisfaction Survey, decreased use of acute care system; and placement at discharge to a lower level of care. BACKGROUND/REASON(S) FOR RECOMMENt7ATION(S) : The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age, who participate in the Early and Periodic, Diagnosis, and Treatment (EPSDT) Supplemental Specialty Mental Health services. This program will provide services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Flan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. In June 2001, the County Administrator approved and the Purchasing Services Manager executed Contract #74-083-2 (as amended by Amendments #74-083-3 and #74-083-4) with La Cheim School, Inc. , for the period from July 1, 2001, through June 30, 2002, to provide Therapeutic Behavioral Services (TBS) to County referred clients ages 0"-21 years of age. Approval of Contract #74-083-5 will allow Contractor to continue providing services through June 30, 2003 .
