SPECIFIC REQUESTS}OR RECOMMENDATION{S}&13ACK43ROUND AND JUSTIFICATION RECt3MMENDATICN( ) : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #74-106-2 with. Adolescent Treatment Centers, Inc. , in an amount not to exceed $360, 072, to provide intensive day treatment and mental health :services for Seriously Emotionally Disturbed (SED) dually-diagnosed adolescents at its Thunder Road Facility, for the period .from July 1, 2002 through June 30, 2003 . FISCAL IMPACT: This Contract is funded 50 .35% by Federal Medi-Cal Revenue (FFP) and 49 . 65% by State EPSDT funds . CHILDREN'S IMPACT STATEMENT: This Mental Health Program will support the fallowing Board of Supervisors , community outcomes : "Children Ready For and Succeeding in School" ; "Families that are Safe, Stable, and Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and Youth Self Report (YR) . BACXGRgUND RZASON S FOR RECCtMMENIIATTCIN S This Contract meets the social needs of County' s papulation in that it provides intensive day treatment and mental health services to adolescents with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placements . On January 8 , 2002 , the Board of Supervisors approved Novation Contract 474-106-1 with. Adolescent Treatment Centers, Inc. for the period from July 1, 2001 through June 30, 2002 (which included a six--month automatic extension through December 31, 2002) for the provision of services at its Thunder Road Facility. SPECIFIC REQUESTS}OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION ION RZCO23I I 7ATION( ) : Approve and authorize the Health Services Director or his designee (Chuck Deutschman) to execute on behalf of the County, Novation Contract #24-443-18 with Adolescent "Treatment Centers, Inc. , in an amount not to exceed $102,150, to provide an adolescent residential chemical dependency treatment program at its Thunder Road facility in Oakland, for the period from July 1, 2002 through June 30, 2003, This Contract includes a six-month automatic extension through December 31, 2003, in an amount not to exceed $51,075. FISCAL IMPACT: This Contract is 100` Federally funded. CHILDREN-S IMI3ACT STATEMENT: This Alcohol and Drug Abuse treatment program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACXG1Z TTND f R3ASOX(S) FOR REOMMZMATI ON(S)--: This Contract meets the social needs of County's population in that it provides a specialized Substance Abuse Treatment (SAT) program so that addicted youth are provided an opportunity to recover from the effects of alcohol and other drug use, become self- sufficient, and return to their families and communities as productive individuals. On January 8 2002, the Beard of Supervisors approved Contract #24-443-17 with Adolescent Treatment Centers, Inc. , for the period from July 1, 2001 through June 30, 2002 (which included a six-month automatic extension through December 31, 2002) , for the prevision of an adolescent residential chemical dependency treatment program at its Thunder Road facility in Oakland. Approval of Novation Contract #24-443-18 will replace the six-month automatic extension under the prier Contract and will allow the Contractor to continue providing services through June 30, 2003. ESL3 ACff: This Contract is funded by acute psychiatric inpatient consolidation.funds, Federal Medi-Cal funds, and Mental Health Realignment. Chapter 633, Statutes of 1994, AB 757, authorized the transfer of state funding for Fee-For- Service/Medi-Cal (FFS/.MC) acute psychiatric inpatient hospital services from the Department of Health Services to the Department of Mental Health (DMH). On January 1, 1995, the DMH transferred these fiends and the responsibility for authorization and funding of Medi-Cal acute psychiatric inpatient hospital services to counties that chose to participate in this program. On August 12, 2000, the Board of Supervisors approved Contract #24-794-8 with Mt. Diablo Medical Pavilion, for the period from May 1, 2000 through June 30, 2002 for the provision of inpatient psychiatric hospital services to County-referred children and adolescents. Mt. Diablo Medical Pavilion has requested to be held harmless and indemnified as part of their standard for approval of the Agreement with the County. In the view of County Risk Management this indemnification will create a minimal potential loss. The Health Services Department desires to expedite approval of the Agreement as written. Approval. of Contract #24-794-8 (1) will allow the Contractor to continue providing services through June 30, 2003. FISCAL IMPACT This Contract is 50 . 3% Federally funded and 49 . 7% State funded. The Contractor will. bill Medi-Cal through the current County system under the Rehabilitation option for all eligible services, and the Federal Financial Participation will accrue to the County. On September 11, 2001, the Board of Supervisors approved Contract #24-893-5 with Lincoln Child Center, for the: period from July 1, 2001 through June 30, 2002, to ' provide day treatment services for a Seriously Emotionally Disturbed (SED) youth.
