SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION REC NLMI ENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND the contract with Ms. Ramona Lurvey (#21-766-1) correcting a clerical error by increasing the payment limit from $46,260 to a new payment limit of$46,660 for Volunteer and Emergency Services Program staff position services, Central and East County for the period July 1, 2002 through June 30, 2003. FINANCIAL IMPACT: $46,660 Administrative Costs; 20% County ($9,332), 40% State ($18,664), and 40% Federal ($18,664). CHILDREN'S TMACT STATEMENT: This contract supports number three, four, and five of the community outcomes established in the Children's Report Card: 3) "Families that are Economically Self Sufficient,', 4) "Families that are Safe, Stable, and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." BACKGROUND: The Volunteer and Emergency Services Program of the Employment and Human Services Department (EHSD) fundraise and obtain in-kind donations to provide emergency supplemental resources to stabilize low-income families and individuals in crisis. ESRD receives a grant from the San Francisco Chronicle's Season of Sharing (SOS) campaign, which the program staff administers. The grant provides housing assistance to families in crisis. Services provide food., furniture, clothing, toys, and educational supplies promoting self-sufficiency by removing barriers to employment, housing, and other basic living needs. Enhancing and supporting the quality of life for the family unit, the program services provide summer campership donations, tickets to cultural and sporting events, and holiday baskets. Ms. Lurvey will provide program staff support services including assessment, counseling, and referral to clients in crisis therefore intervening and minimizing the crisis families experce. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to AMEND contract (#20-549-26) with California Translation Service increasing the payment limit by $30,000 from $130,000 to a new payment limit of $160,000 and by extending the term from June 30, 2002 to August 31, 2002 for client translation services. FINANCIAL IMPACT: Translation services are considered part of Employment & Human Services Department administrative costs, funded by 30% County ($39,000 originally, amended increase of$9,000 to a revised limit of$45,000); 30% State funds ($39,000 originally, amended increase of$9,000 to a revised limit of$48,000); and 40% Federal ($52,000 originally, amended increase of$12,000 to a revised limit of$64,000). BACKGROUND: The Employment & Human Services Department (EHSD) client community includes an increasing number of non-English speaking people whose primary languages include Korean, Laotian, Tagalog, Russian, Farsi, Afghani, Vietnamese, and others. EHSD requires on-call translation services for clients whose language needs cannot be met by staff. EHSD recently issued a competitive solicitation (RFI# 171) to obtain a range of translation service resources to benefit our clients. O'Donnell and Associates effective July 1, 2002 in the amount of $100,000 for the purpose of continuing to provide an Employee Assistance Program (EAP) for Contra Costa County, BACKGROUND: Mr, O' Donnell has been the EAP director for Contra Costa County for over twenty-five (25) years and has shaped the EAP into a comprehensive and quality program. He is respected and trusted by Department Heads, managers, supervisors, Labor Union representatives, and County employees for his confidentiality, professionalism, and his dedication to his work. Prior to establishing the current contract with Mr. O'Donnell, the County had contracted with Occupational Health Services (OHS) to provide EAP services to County employees. When OHS served notice terminating the contract with the County effective November 30, 1994, the County Board of Supervisors authorized the Human Resources Department to directly contract with Mr. O'Donnell as an independent contractor. In addition to the original program, there have been numerous requests from departments to provide "Stress Debriefings" to employee groups and department managers who have experienced traumatic events. Departments have also requested the EAP to provide special training to management groups on how to appropriately utilize the EAP. Due to increased demands by managers and employees, the need arose to revisit and revise the current contract including the fees for services provided under this program. The primary changes to the contract are highlighted below: • Eliminated the maximum number of employee self-referrals and management referrals available to the County per calendar year; • Adjusted the contractor's compensation to reflect the increased workload and the ability to expand the program to include training services for department managers as well as increased individual counseling services; • Increased access for assistance under emergency situations to same or next day response for such programs as "Stress Debriefings"; • Provided the ability for the contractor to hire licensed/certified counselors or clinicians for the purpose for assisting contractor in carrying out his obligations under the contract; • Changed the method of payment for the EAP Director as the payment for this program fell below the level provided by other Bay Area EAP programs. In order to compensate the contractor more appropriately, we have tied his COLA increases to the San Francisco Bay Area Consumer Price Index (CPI). FISCAL IMPACT: The total cost for providing the Employee Assistance Program contract shall not exceed $100,000 for the fiscal year 2002-2003. Each fiscal year thereafter will reflect the increases determined by the CPI formula. This contract will be funded out of the Workers' Compensation Trust Fund. It is requested that technical consulting in the form of two part-time EH&S specialists a total of 3 days a week, continue for the following reasons: Consulting services have assisted in dealing with OSHA compliance inspections and responses on behalf of our departments. FINANCIAL IMPACT: Costs for workers' compensation claims administration services are funded through the Workers' Compensation Self-Insurance Trust Fund. BACKGROUND/REASONS FOR RECOMMENDATION: Essential Staffing, Inc. is a firm specializing in workers' compensation claims services. Risk Management currently has three vacant positions to be filled and two adjusters out for significant health reasons. These positions are being filled by Essential Staffing personnel. The contract amendment is being requested to pay invoices for services provided in fiscal year 2001-2002.
