SUBJECT: Inter-County Placement Agreement— Del Norte County
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That the County Probation Officer be authorized to enter into an agreement with Del Norte
County for the purpose of placement of delinquent wards from Contra Costa County on a
space available basis in Del Norte County's Bar-O Boys Ranch at the rate of $2,300.00 per
month per ward, effective July 1, 2002, if Contra Costa County needs the resource and space
is available at that facility.
BACKGROUND:
Del Norte County operates their boys ranch under the provisions of Article 24 of Chapter 2 of
Part 1 of Division 2 of the Welfare and Institutions Code of the State of California. The camp
has 42 beds which exceed their needs and they make beds available to other counties under
the provisions of Section 888 WIC. Section 755 WIC allows the Juvenile Court to permit a
ward's placement out of county under the supervision of the Probation Officer of that county.
Contra Costa County has had agreements with Del Norte County for these placements since
1904 and several minors not suitable for placement at the grin Allen Youth Rehabilitation
Facility have successfully completed programs at Bar-O Ranch. Probation currently has three
minors in placement at the facility. This resource has expanded Probation's options for
difficult to place youth.

FINANCIAL IMPACT:
These contracts are State funded through a contract with the California
Department of Community Services and Development. Funding for these
contracts are included in the Community Services Department's FY 2002-03
Proposed Baseline Budget. There is no County cost to these contracts.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On January 8, 2002 the Board of Supervisors approved the 2002 Community
Services Black Grant (CSBG) State Standard Agreement (02F-4208) with the
California Department of Community Services and Development for 25% of the
total grant amount. On May 7, 2002 the Board of Supervisors approved the
balance of 75%.
The above listed Contractors were selected based on the results of a Request for
Proposal (RFP) process administered by the Community Services Department
and the Economic Opportunity Council (EOC), which acts as an advisory body to
the Community Services Department, to provide Community Services Black
Grant (CSBG) program services in target areas of the County.
Approval of these contracts will provide for the continuing effort in providing
Community Services Block Grant (CSBG) program services in Contra Costa
County. t

1. RECOMMENDED ACTI9N:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract on behalf
of the County with Kenda Systems, Incorporated, in an amount not to exceed $338,800,
to provide consulting services to develop a Justice Information Strategy Man, for the
period of July 15, 2002 through December 31, 2003,
II: FINANCIAL IMPACT:
The cost of this Contract will be paid for with dedicated computer replacement funds.
III. BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
There is no technology in place to allow the immediate sharing of vital law enforcement
information between the Office of the Sheriff and other jurisdictions within the County. In
collaboration with other Criminal justice agencies within the County the implementation of
an integrated Criminal justice information system to address this need has been identified.
The Contractor will facilitate the creation of both short-term and long-term strategies for
this implementation. The Justice Automation Advisory Committee will be the executive
board to this project. All Contra Costa County Criminal Justice agencies will be invited
to participate in the system and in the development of operational requirements. The
Contractor will also provide recommended Cost sharing arrangements between the
participating agencies.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Efficient and effective law enforcement is greatly enhanced when critical information is
readily accessible to all agencies in the County. Failure to approve this project will hinder
the ability of County agencies to share information necessary to the enforcement of the
law and the protection of the citizens of the County.

APPROVE AND AUTHORIZE the County Administrator, or designee, to execute a contract
extension to the contract with Resource Development Associates to extend the term of the contract
from July 1, 2002 through December 31, 2002, with no increase in the payment limit, for services
related to the development and implementation of the Contra Costa Futures Children and Families
Data Archive.
FISCAL IMPACT:
100% grant funds (East Bay Community Foundation as the intermediary for the Cowell
Foundation).
CHILDREN'S IMPACT STATEMENT:
The Contra Costa Futures Initiative supports each of Contra Costa's community outcomes as
stated in the Children's Report Card by creating a data infrastructure that helps identify at-risk child
and family populations and areas of multiple services in the County, as well as by piloting and
monitoring promising programs, both for program results and for evidence that supports the value
of prevention services toward reducing need for costlier, crisis services.
BACKGROUND:
The term of the contract is being extended as this phase of the project is not yet complete. There
is no increase in the dollar amount of the contract.

RECOMMENDATIONS
APPROVE AND AUTHORIZE the Director of Building Inspection or Designee to execute
a contract with Coast Insulation for the purchase and installation of Attic
Insulation in an amount not to exceed $200, 000 for the period of July 23, 2002
through July 23, 2004.
FISCAL IMPACT:
None. All costs will be reimbursed by the State of California Weatherization
Program.
BACKGROUND/REASONS FOR RECOMMENDATIONS:
The Department's goal is to utilize all the grant funds that have been made
available to the County. Grant funds are provided by the State's Energy program.
Maximizing the utilization of available funds would help improve the quality of
dwellings in Contra Costa County. These funds are targeted to low-income
residents, in order to help lower their energy expenses. Specifically, the funds
are used to install attic insulation, energy efficient hot water heaters,
heaters, refrigerators, microwaves, florescent light bulbs, weather-stripping,
switch and plug gaskets, and water heater blankets.
In order to increase the production level and maximize utilization of these
available funds, the Department decided to increase its use of outside
contractors. The Department solicited bids from 5 contractors for this service,
and received bids from 2 firms. Coast Insulation was the lowest responsible
bidder. Coast Insulation is a Local Business Enterprise.
