SUBJECT: APPROVE and AUTHORIZE Gray-Bowen and Company,Inc.,as interim General Manager of the
Blackhawk Geologic Hazard Abatement District to execute a contract with Dover Construction in
the amount of$80,000 to provide maintenance services for the period of July 1, 2002 through June
30, 2003, Danville Area. Project No.: 7750-6X5147
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE Gray-Bowen and Company, Inc., as interim General Manager of the
Blackhawk Geologic Hazard Abatement District(CHAD)to execute a contract with Dover Construction in
the amount of$80,000 to provide maintenance services for the period of July 1,2002 through June 30,2003,
Danville Area.
II Financial Impact:
There will not be any impact on the County General Fund. The Blackhawk CHAD is funded through
revenues generated by County Service Area M-23. Blackhawk will fund 100%.

III. Reasons for Reeommendation and Backiround:
Dover Construction has assisted the CHAD with the execution of their Preventative Maintenance and
Emergency Response Program for approximately 11 years. Dover Construction has extensive experience in
responding to and assisting the GHAD with the repair of andslides and landslide related work in Blackhawk
and the surrounding area.
In addition to providing funds to clean,repair and/or replace damaged B-58 ditches within the Blackhawk
CHAD,the Preventative Maintenance Program provides funding for the GHAD's annual Debris Clean-up
and Minor Repair Program.Dover Construction has assisted the GRAD in previous years in responding to
homeowner reports of landslides and/or potential landslides.
William R. Gray and Company negotiated and approved maintenance services agreements between the
Blackhawk GRAD and Dover Construction for Fiscal Years 1998/99, 1999/00 and 2000/2001 and
recommends approval of Dover Construction's annual contract with the Blackhawk GHAD for Fiscal.Year
2002/2003.
IV. Consequences of Neeative Action:
Without Board approval, the Preventative Maintenance and Minor Repair Programs for the Blackhawk
GHAD would be delayed.

amount of$50,000 to provide maintenance services for the period of July 1,2042 through June 30,
2003, Danville Area, Project No. 7761-6X514$
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. Recommended Action:
APPROVE and AUTHORIZE Gray-Bowen and Company,Inc., as General Manager of the Canyon Lakes
Geologic Hazard Abatement District(CHAD)to execute a contract with Dover Construction in the amount
of$54,000 to provide maintenance services for the period of July 1, 2002 through June 30,2003,Danville
Area.
IL Financiallmiyact:
There will not be any impact on the County General Fund. The Canyon Lakes GHAD is funded through
revenues generated by special assessments on properties within the boundaries of the Canyon Lakes CHAD.
Canyon Lakes GHAD will fund 140%.
