THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

AYES: Supervisors Gioia, Gerber, DeSaulnier, Glover and Uilkema
NOES: None
ABSENT: None

RESOLUTION N0: 2001/428
Subject: National Disaster
WHEREAS, the United States was suddenly and brutally attacked by terrorists on
September 11, 2001;
WHEREAS, thousands of innocent Americans were killed or injured as a result of these
attacks, including the passengers and crews of four civilian aircraft, workers in the World
Trade Center and in the Pentagon, rescue workers and bystanders;
WHEREAS, these cowardly acts were by far the deadliest terrorist attacks ever launched
against the United States, and, by targeting symbols of American strength and success,
clearly were intended to intimidate our nation and weaken its resolve;
WHEREAS, Contra Costa County is shocked and saddened by these cowardly acts of
terrorism;
WHEREAS, it is vital that the American spirit remain strong and that freedom continues to
be the foundation of our country;

WHEREAS, there have been several acts of violence against innocent Americans due to
stereotypes;
WHEREAS, Firefighters, Police Officers, Emergency Medical Services and other first
responder personnel, suffered extensive fatalities and injuries in the performance of their
duties;
WHEREAS, the bravery and resolve of the American people has been demonstrated by
the sacrifice and courage of these rescue personnel, the steadfastness of our fellow
citizens and the leadership of our President and Governor.
THEREFORE BE IT RESOLVED that Contra Costa County condemns the cowardly and
deadly actions of these terrorists;
BE IT FURTHER RESOLVED, that Contra Costa County fully supports the efforts of the
President of the United States and the Governor of California in this time of tragedy and in
pursuit of bringing those behind these attacks to justice;
BE IT FURTHER RESOLVED, that Contra Costa County pledges its assistance to both the
federal and state governments, as needed, and urges its citizens to assist in the rescue
and recovery efforts through such support as blood donations and monetary contributions;
BE IT FURTHER RESOLVED,that Contra Costa County strongly condemns acts of hatred
and violence against innocent Americans based on stereotyping;
BE IT FURTHER RESOLVED, that Contra Costa County supports efforts to increase
prevention strategies against terrorist tactics;
BE IT FURTHER RESOLVED, that Contra Costa County encourages our citizens, all

Health and Social Care providers,to acknowledge and seek or provide services to adults,
especially, children who may be experiencing fear and stress induced symptoms;
BE IT FURTHER RESOLVED, that Contra Costa County is committed to not allowing
terrorist acts to dampen the spirit and resolve of our County, our State and our Nation.

ADDENDUM TO ITEM SDA
September 18, 2001
On this day, the Board of Supervisors considered adopting the resolution 2001/428, condemning
the September 11, 2001 acts of terrorism against the United States, as recommended by the
California State Association of Counties and National Association of Counties.
Supervisor Gioia requested to amend the resolution and added the following:
WHEREAS, there have been several unfortunate acts of violence against innocent Americans
due to stereotypes;
BE IT FURTHER RESOLVED, that Contra Costa County strongly condemns acts of hatred
and violence against innocent Americans on the basis of stereotypes;
It was further agreed that paragraph eight be amended'to delete the description "ongoing" to
describe...efforts of the President of the United States and the Governor of California in this
time of tragedy and in pursuit of brining those behind these attacks to justice;
Supervisor Gerber also requested to amend the resolution and added the following:
WHERAS, Firefighters, Police Officers, Emergency Medical Services, and other first
responder personnel, suffered extensive fatalities and injuries in the performance of their
duties;
BE IT FURTHER RESOLVED that Contra Costa County supports efforts to increase
prevention strategies against terrorist tactics,
BE IT FURTHER RESOLVED that Contra Costa County encourages our citizens, all Health
and Social Care providers, to acknowledge and seek or provide services for adults, especially
children, who may be experiencing fear and stress induced symptoms,
IT IS BY THE BOARD ORDERED that Resolution No. 2001/428, as amended, be placed on the
September 25, 2001 agenda for Board consideration.
