Recommended Action: AUTHORIZE the Chair of the Board of Supervisors to sign letter in support of Pavon Creeks Restoration& Management Project for a grant application being submitted to the U. S. Army Corps of Engineers by the East Bay Municipal Utility District (EBMUD). II. Financial Impact: There is a fiscal commitment of$10,000 by County Maintenance from County Road Funds identified in the grant application. Reasons for Recommendations and Background: East Bay Municipal Utility District (EBMUD) intends to partner with the U.S. Army Corps of Engineers to develop and implement a stream corridor restoration and management project on the Pavon Creeks, tributaries to Pinole Creek in western Contra Costa County, California. The project would include the restoration and protection of approximately 12 acres of stream corridor habitat, and will address drainage problems arising from the rerouting of Castro Ranch Road during the 1980s. EBMUD contacted the Contra Costa County Flood Control District to request their cooperation and participation in the project as a project partner. EBMUD is also planning to partner with local groups to educate and involve the local community in understanding the value of protecting the ecological health of the Pinole Creek watershed. IV. Consequences of Negative Action: Failure to submit a letter of support may lessen the opportunity for the grant to be funded. Staff from the Flood Control and Water Conversation District has been actively pursuing numerous restoration projects and partnership throughout the County and look forward to working closely with East Bay Municipal Utility District and the other partners of the project to achieve the long-term goals of the project. The Board of Supervisors would also like to thank the Army Corps of Engineer for their efforts to initiate this program and to work towards securing a funding source to enable this type of restoration projects to be considered.
