SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
APPROVE a Lease, commencing September 1, 2001, with The Centurian Group for the
premises at 355 E. Leland Avenue, Pittsburg, California for occupancy by the Probation
Department, under the terms and conditions more particularly set forth in said lease, and
AUTHORIZE the Director of General Services to EXECUTE said Lease on behalf of the
County; and DETERMINE that the project is a California Environmental Quality Act (CEQA)
Class 1 (a) Categorical Exemption with the County Clerk; and DIRECT the Director of General
Services to arrange for the payment of the appropriate fees to the Community Development
Department for handling fees and the County Clerk for filing of the Notice of Exemption.
II. FINANCIAL IMPACT
Due to program changes, the State Crime Prevention Act of 2000, (Assembly Bill 1913) the
Probation Department has need for additional office space located in East County. The above
site will be a temporary location until the Employment and Human Services Department,
currently located at 201 E 18th Street, Antioch, relocates to new facilities which are now under
construction. At that time, estimated to be Fall of 2002, the Probation Department will move
into the vacated premises at 201 E. 18tt' Street. Adequate funds for the leasing of an East
County office have been included in the Probation Department's funds FY 01/02 Budget, in
accordance with the estimated costs presented by the General Services Department in its
interdepartmental budgeting memo of February 26, 2001.
III. REASONS FOR RECOMMENDATION / BACKGROUND
Due to new program demands, new staff and support personnel require additional office space
in the East County. The Probation Department is experiencing a major shortage of physical
space to locate staff. The East County office will provide sufficient office space to support the
staff for these new and ongoing programs.
