AUK C,y3 DATE: September 25, 2001 SUBJECT: Contra Costa County Community Facilities District 2001-1 (Norris Canyon Estates)— Special Tax Consulting Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): Authorize the Deputy Director-Redevelopment to execute an agreement with Goodwin Consulting Group, Inc. to provide Special Tax Consulting Services for Contra Costa County Community Facilities District 2001-1 (Norris Canyon Estates) bonds. FINANCIAL IMPACT: No County funds are utilized. County costs, including the costs of contracted services are covered by the special tax on property owners within the District. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): On, June 5, 2001, the Board approved Resolutions creating Contra Costa County Community Facilities District 2001-1 (Norris Canyon Estates), and authorizing a special tax to debt service tax-exempt bonds. A Special Tax Consultant is needed to properly administer the special tax. The Special Tax Consultant provides a variety of administrative services, including: • Establishing and maintaining a district database necessary for the calculation of the annual special tax in accordance with the Rate and Method of Apportidnment specified in the bond documents; • Annually calculating the special tax and enrolling it on the property tax roll; • Acting as primary contact on all inquiries from appraisers, title companies and property owners; • Preparing annual assessment related reports (including those required to comply with the new "Local Agency Special Tax and Bond Accountability Act); and • Preparing annual continuing disclosure reports to meet the requirements of SEC Section 15c2-12 (continuing disclosure.to NRMSRs), Government Code Section 53359.5 (continuing disclosures to CDIAC), and Government Code section 53340.2 (property specific reports prepared for individuals on request). The contract has a payment limit of$200,000 over a 20-year life (approximately$8,500/year plus inflation adjustments).
